Job Overview: The Associate Portfolio Management Officer position is integral to the Southeast Asia Department (SERD) within the Philippines Country Office (PHCO) of ADB. The role involves monitoring and reporting on the performance of the Philippines portfolio, which includes loans, grants, and technical assistance. The officer will be responsible for organizing annual Country Operations Missions (COM) and contributing to monthly portfolio performance reports. This position requires close collaboration with government counterparts, executing agencies, and other development partners to ensure effective portfolio management, strategy formulation, and programming. The officer will analyze portfolio performance, identify implementation issues, and propose solutions, thereby playing a crucial role in supporting the PHCO's objectives and enhancing the effectiveness of ADB's operations in the Philippines.
Duties and Responsibilities: The duties and responsibilities of the Associate Portfolio Management Officer include:
Monitoring, evaluating, and reporting on the status of ADB's portfolio performance in the Philippines, including project implementation and achievement of development objectives.
Analyzing and reporting on contract awards and disbursements, tracking overall portfolio performance and individual projects.
Identifying implementation issues and proposing solutions to executing agencies.
Liaising with sector division staff to facilitate dialogue with government counterparts and executing agencies.
Contributing to the preparation of documents such as the COM issues paper, Memorandum of Understanding, and Back to Office Report.
Acting as a focal point for a selected sector, providing guidance and support to meet oversight requirements.
Contributing to the Country Strategy and Program, analyzing past and ongoing ADB operations.
Coordinating the application of SovOps in PHCO.
Participating in interdepartmental working groups to improve ADB's management information system. 1
Supporting project leaders in project and technical assistance preparation and implementation. 1
Performing other duties as assigned in the work plan.
Required Qualifications: Candidates for the Associate Portfolio Management Officer position must possess a Bachelor's degree in economics or related fields such as finance, administration, information technology/computer science, or development studies, preferably with advanced training. Additionally, candidates should have at least 5 years of relevant professional experience, demonstrating the ability to conduct background research and analysis, handle numeric work, and manage information systems. Additional Notes: This appointment is open to both internal and external applicants and is a fixed-term position with the option to renew for an initial period of up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. After the initial period, ADB may choose to renew the appointment for an additional 3 years based on various factors, including the staff's performance and the organizational needs. The position is not convertible to a regular appointment.
