Job Overview:
The Administrative Officer position is a critical role within the WHO country office, designed to enhance the organization's strategic and operational presence in the Philippines. The incumbent will be responsible for a wide range of administrative, financial, and logistical functions that are essential for the smooth operation of the office. This includes managing financial transactions, overseeing administrative processes, and ensuring compliance with WHO policies and procedures. The role requires a proactive approach to problem-solving and the ability to coordinate effectively with various stakeholders. The Administrative Officer will also play a key role in supporting the organization of meetings, managing travel arrangements, and maintaining accurate records and documentation. The position demands a high level of professionalism, attention to detail, and the ability to work under pressure while maintaining a positive and collaborative work environment.

Duties and Responsibilities:
The Administrative Officer will perform a comprehensive set of duties, including but not limited to: administering and coordinating the processing of work products and transactions across program, financial, and administrative areas; reviewing obligating documents and preparing financial reports; managing petty cash accounts; monitoring financial activities and expenditures; preparing quarterly budgets; supporting the preparation and monitoring of teamwork plans; managing administrative functions and office space; processing purchase requests; coordinating contract reviews and extensions; providing administrative support for meetings and travel arrangements; compiling documentation for team meetings; maintaining electronic filing systems; managing inventory supplies; and overseeing organizational fixed assets. The role requires effective communication and collaboration with team members and external stakeholders to ensure that all administrative functions are executed efficiently and in accordance with WHO standards.

Required Qualifications:
Candidates must possess a completion of secondary education as a minimum requirement. A university degree in business administration, social science, or a related field is desirable. Additionally, training in United Nations systems is considered an advantage. Candidates should demonstrate proficiency in standard office computer software and have a solid understanding of administrative procedures and practices within a UN or WHO context. Strong organizational skills, attention to detail, and the ability to manage multiple tasks simultaneously are essential for success in this role.

Educational Background:
The position requires at least a completion of secondary education, with a preference for candidates holding a university degree in business administration, social science, or a similar field. Training in United Nations systems is advantageous and may enhance a candidate's suitability for the role. Educational qualifications must be obtained from accredited institutions recognized in the World Higher Education Database (WHED).

Experience:
Candidates should have a minimum of eight years of progressively responsible work experience in administration, including experience in finance, logistics, travel, and transportation. Relevant experience within WHO or the United Nations system is desirable, as is familiarity with enterprise resource planning systems. The role demands a strong background in administrative support functions and the ability to navigate complex organizational structures effectively.

Languages:
Expert knowledge of English and the local language is essential for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and contributing to a more inclusive work environment.

Additional Notes:
This position is subject to local recruitment and will be filled by candidates from the local commuting area of the duty station. The remuneration package includes an annual net base salary starting at PHP 1,025,043, along with 30 days of annual leave.
