Job Overview: The Senior Public Sector Specialist position is situated within the Public Sector Management and Governance Sector Office of the Sectors Department 3 at ADB. This role is pivotal in leading the formulation and articulation of public sector policies and strategies, engaging with Developing Member Country (DMC) governments in policy dialogue, and supporting sector policy and reforms. The specialist will be responsible for identifying, developing, processing, implementing, and administering loans, grants, and technical assistance projects, while providing necessary technical support and knowledge to stakeholders. The position requires a strategic approach to project management, ensuring effective implementation and development impact, and involves oversight of project teams, particularly in project implementation and development effectiveness. The specialist will also engage in strategic planning, identify emerging areas of expertise, and mentor colleagues in policy-based design" style="border-bottom: 1px dotted #007bff !important;">program design and delivery.
Duties and Responsibilities: The Senior Public Sector Specialist will lead the strategic and operational development of the Public Sector Management and Governance (PSMG) sector, covering all major aspects related to project identification, preparation, appraisal, and documentation on public sector management. This includes domestic resource mobilization, debt management, public expenditure management, social security" style="border-bottom: 1px dotted #007bff !important;">security and pension reforms, and more. The specialist will engage in dialogue with government officials and stakeholders to enhance public sector management and government capacity, while managing debt and fostering private sector investment opportunities. Responsibilities also include leading the development, processing, and administration of loan and technical assistance projects, participating in country teams, coordinating with other sectors and departments within ADB, and promoting innovation in addressing development constraints. The specialist will supervise reporting staff, providing direction and feedback on performance, and ensure ongoing learning and development.
Required Qualifications: Candidates must possess a Master's degree or equivalent in Economics, Finance, Public Policy, or related fields. Alternatively, a university degree in these areas combined with at least 5 years of specialized experience relevant to the position may be considered. A minimum of 10 years of relevant professional experience in public management, governance, or institutional development is required, along with international experience working in multiple countries. Candidates should have broad experience in project preparation and policy analysis, demonstrated leadership skills, and significant expertise in ADB's operations. Excellent written and verbal communication skills in English are essential, and two years of relevant experience outside ADB within the past five years is mandatory.
Educational Background: The educational background required for this position includes a Master's degree or equivalent in Economics, Finance, Public Policy, or other related fields. A university degree in these areas, combined with substantial relevant experience, may also be acceptable. The emphasis is on advanced knowledge and skills in public sector management and governance, which are critical for the role.
