Job Overview: The Consultant for Climate Change Adaptation will be responsible for leading and supporting the development of project proposals related to climate change adaptation, water management, and urban resilience for the UN-Habitat Sudan Country Office. This role involves providing technical inputs and analysis to inform project design, concept notes, and full proposal submissions that align with UN-Habitat and donor requirements. The consultant will also conduct research and data collection to assess environmental vulnerabilities and climate impacts in urban areas, facilitating coordination with national counterparts to ensure alignment with country priorities. The position requires a proactive approach to support regional proposal development and knowledge exchange, particularly in relation to the Adaptation Fund and Loss and Damage Fund programmes.
Duties and Responsibilities: The consultant will carry out a comprehensive set of duties and responsibilities, including:
Leading the development of project proposals for climate change adaptation and urban resilience, particularly for the Adaptation Fund and FLRD programmes.
Providing technical inputs and analysis to inform project design and proposal submissions.
Conducting research and data collection to assess environmental vulnerabilities and climate impacts in urban and peri-urban areas.
Facilitating coordination with national counterparts, including government agencies and local partners, to ensure national ownership of projects.
Supporting regional proposal development and knowledge exchange by contributing to joint initiatives and providing technical backstopping.
Drafting inputs for regional proposals and presentations for Programme Review Committee meetings and donor engagements as required.
Required Qualifications: Candidates must possess a first university degree in international development, environmental studies, climate change, or a related field. A minimum of 2 years of experience working on climate change projects in Sudan is required, along with proven experience in climate resilience-related project development, including proposal writing and conducting climate change impact assessments. Experience in field data collection and environmental damage assessment is essential, as well as demonstrated experience coordinating with national environmental institutions. Additionally, candidates should have experience in drafting analytical reports and policy-oriented documents on climate change impacts and vulnerabilities.
Educational Background: The position requires a first university degree in a relevant field such as international development, environmental studies, or climate change. This educational background is essential for understanding the complexities of climate change and its impacts on urban environments, as well as for developing effective project proposals and strategies.
Experience: Candidates should have a minimum of 2 years of relevant experience working on climate change projects, particularly in the context of Sudan. This experience should include project development, proposal writing, and conducting assessments related to climate change impacts and vulnerabilities. Proven experience in coordinating with national institutions and stakeholders is also necessary to ensure effective project implementation and alignment with local priorities.
Languages: For this consultancy, proficiency in English and Arabic is required, with both languages being the working languages of the United Nations Secretariat. Candidates must demonstrate advanced skills in reading, writing, listening, and speaking in both languages, as per the UN Language Framework. Knowledge of French is considered an added advantage but is not mandatory.
