Job Overview: The director" style="border-bottom: 1px dotted #007bff !important;">Country Director will report to HI’s Emergency Manager and is responsible for leading successful program management in Sudan, particularly in the context of the ongoing humanitarian crisis. The role involves overseeing the operational management of the team, ensuring compliance with institutional policies, and translating strategic objectives into actionable plans. The Country Director will also be responsible for fundraising, resource planning, and maintaining relationships with donors, while ensuring the effective allocation of resources to meet program ambitions. The position requires a strong focus on security" style="border-bottom: 1px dotted #007bff !important;">security management, financial control, and the implementation of technical quality standards across projects. The Country Director will represent HI in various forums and negotiations, promoting the organization’s mission and maintaining a positive image in the region.
Duties and Responsibilities:
Management: Develop staff capabilities, ensure compliance with codes of conduct, and foster a culture of professionalism and commitment to HI. Translate strategic objectives into operational goals and encourage innovation and collaboration within the team. Organize operational and partnership management, structure work processes, and facilitate problem resolution.
Strategy and Steering: Define and implement HI’s strategy in the program, responsible for fundraising and resource planning, and maintain regular contact with donors. Ensure optimal resource allocation and compliance with HI’s global frameworks and standards. Conduct partnership steering committees and design project proposals for continuity or expansion.
Operational Implementation: Manage security in collaboration with the Humanitarian Access and Security Manager, ensuring safety protocols are in place. Oversee financial control and monitoring of operations, ensuring technical quality standards are applied and recommendations from evaluations and audits are implemented. Continuously monitor the evolving context in Sudan and take necessary mitigation actions.
Representation, Influence, and Leadership: Represent HI’s response both internally and externally, ensuring compliance with local regulations and securing operational authorizations. Engage with local, national, and international authorities, negotiate operational partnerships, and enhance HI’s external influence through strategic alliances and representation in various forums.
Required Qualifications: Candidates must possess at least 5 years of experience in key management positions within international organizations, particularly in humanitarian, security, and emergency programs. Proven experience in negotiations with institutional donors, project writing, and reporting is essential. Candidates should demonstrate strong organizational management skills, change management capabilities, and operational strategy development. Financial and budget management experience is required, along with knowledge of donor contract negotiation and grant management. Strong interpersonal and intercultural skills, stress management abilities, and excellent communication skills are also necessary.
Educational Background: A relevant educational background is required, typically including a degree in international relations, humanitarian studies, management, or a related field. Advanced degrees or specialized training in humanitarian response or management may be advantageous.
Experience: The position requires a minimum of 5 years of experience in key management roles within international organizations, with a focus on humanitarian and emergency programs. Candidates should have a proven track record of adapting programs to evolving contexts and establishing partnerships with local and international stakeholders.
Languages: Fluency in English is mandatory, and proficiency in Arabic is highly desirable. Knowledge of additional languages relevant to the region may be considered an asset.

The contract includes social coverage tailored to the mission context, such as unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary is based on experience, with additional per diem and hardship allowances. Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period of 5 days every 8 weeks, with possible transport/package support. Housing is collective and provided by HI.
