Job Overview: The Regional/Standalone Human Resources Manager will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will be responsible for defining and implementing the HR component of the Country/Region’s operational strategy (Stratop). This role serves as the primary contact for HR operations at the Headquarters and ensures that all HR activities align with the budgetary framework and HI’s HR policies. The manager will analyze contextual changes to identify risks and opportunities within their scope of responsibility. The position requires a proactive approach to managing the HR team, overseeing the operational implementation of HR policies, and ensuring compliance with legal frameworks. The manager will also play a crucial role in emergency preparedness and response, adapting HR strategies to meet the evolving needs of the organization in a challenging environment.
Duties and Responsibilities: The duties and responsibilities of the Regional/Standalone Human Resources Manager include:
Management of the HR team, providing leadership and guidance to ensure effective HR operations.
Designing the HR component of the Stratop and monitoring the associated action plan, including drafting, revising, and implementing the operational strategy within the area of responsibility.
Rolling out HI's HR policies, processes, and tools, ensuring their quality and relevance to the local context.
Assisting and supervising the HR team in adapting and contextualizing HR frameworks to meet local needs.
Ensuring the quality of auditing, internal control, and archiving procedures related to HR activities.
Overseeing the dimensioning and quality of HR resources, including career management and skills development systems.
Coordinating the administrative management for all staff members, ensuring compliance with HI's HR policies.
Maintaining the social environment and ensuring compliance with legal HR frameworks.
Supporting the Country/Regional Manager in deploying HR aspects of institutional policies, including the Code of Conduct and PSEA. 1
Preparing for and responding to emergencies, ensuring that HR strategies are in place to support the organization's mission during crises.
Required Qualifications: Candidates must possess a degree in Administration, Human Resources Management, or a related field. A strong expertise in recruitment, personnel administration, organizational design, and skills development is essential. Additionally, candidates should have confirmed experience in team management and the ability to work effectively in a multicultural and multi-disciplinary environment. Solutions-oriented thinking, flexibility, and the ability to manage stress are also critical attributes for this role.
Educational Background: The educational background required for this position includes a degree in Administration, Human Resources Management, or a similar field. This educational foundation is crucial for understanding the complexities of HR management and the operational strategies necessary for effective personnel administration.
Experience: The position requires a strong background in human resources, specifically in recruitment, personnel administration, and team management. Candidates should have a proven track record of successfully managing HR functions within an organization, demonstrating their ability to lead a team and implement effective HR strategies. Experience in a humanitarian or development context is highly desirable, as it provides valuable insights into the unique challenges faced in such environments.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with international partners. Knowledge of Arabic is considered an asset, as it enhances communication with local staff and stakeholders, facilitating better integration into the community and operational context.

The contract includes social coverage tailored to the individual's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. Repatriation insurance is provided by HI. The salary is based on experience, with additional benefits including a net monthly per diem of 706€ and a hardship allowance of 500€ net/month. Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period of 5 days every 8 weeks, with possible transport/package support. The position is unaccompanied, and housing is provided collectively by HI. For residents in the country, a local package will be offered.
