Job Posting Organization:
The OSCE Mission to Moldova is an international organization that aims to enhance the capacity of and collaboration between various actors responsible for the protection and promotion of human rights, including the rights of national minorities. Job Overview:
The Human Dimension Programme is seeking to contract a Local Expert on policy evaluation and development to lead the assessment of the Action Plans on Holocaust Remembrance and a Culture of Tolerance for the periods of 2017-2019 and 2021-2024, as well as to develop a new policy document for the years 2027-203
  • This position requires the expert to dedicate up to 60 work days between May and October 202
  • The expert will be responsible for evaluating the effectiveness of the previous action plans and ensuring that the new policy document aligns with international recommendations and best practices, particularly in the context of the Republic of Moldova's European integration efforts. The role involves significant collaboration with public authorities, civil society representatives, and other stakeholders to ensure a comprehensive approach to combating intolerance and promoting human rights.

Duties and Responsibilities:
The successful candidate will be tasked with leading the assessment of the Action Plans on Holocaust Remembrance and a Culture of Tolerance for 2017-2019 and 2021-2024, which will take up to 20 days. They will also support the development of a new policy document for 2027-2030, which will take up to 40 days. Key deliverables include drafting an Inception Note outlining methodology, reviewing and analyzing relevant policy documents, assessing progress toward stated objectives, analyzing contributions to combating intolerance, identifying challenges, documenting good practices, organizing qualitative interviews, drafting an Evaluation Report, providing analytical input for the new policy document, ensuring alignment with international standards, advising on result frameworks, facilitating workshops, participating in cost estimation, and supporting the drafting of the new policy document.

Required Qualifications:
Candidates must possess an advanced university degree in law, human rights, education, international relations, public policy, social sciences, or other relevant fields. Proven experience in policy evaluation, particularly in human rights, anti-discrimination, or education policy, is essential. Candidates should have demonstrated expertise in equality, non-discrimination, and human rights in the Republic of Moldova, as well as knowledge of Holocaust remembrance and combating antisemitism and racism. Experience working with public institutions and civil society stakeholders is required, along with excellent analytical, drafting, and facilitation skills. Familiarity with the Ministry of Education and Research is considered an asset.

Educational Background:
The position requires an advanced university degree in relevant fields such as law, human rights, education, international relations, public policy, or social sciences. A Bachelor's Degree (First-level university degree or equivalent) is the minimum educational requirement for this role.

Experience:
Candidates should have proven experience in policy evaluation, particularly in the areas of human rights, anti-discrimination, or education policy. Experience working with public institutions and civil society stakeholders is crucial, along with a demonstrated understanding of the context of human rights in the Republic of Moldova.

Languages:
Excellent written and spoken Romanian is mandatory, with good knowledge of Russian and English being advantageous. Proficiency in these languages is essential for effective communication and collaboration with various stakeholders.
