Job Overview: The Technical Officer, Clinical and Lab position is a critical role within the EpiC project, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State. This position is based in Ho Chi Minh City, Vietnam, and is focused on supporting the continuity and quality of HIV care and treatment services during a significant health system transition. The Technical Officer will work closely with provincial CDCs, treatment facilities, project teams, and various stakeholders to ensure that HIV treatment services are effectively transitioned and maintained. The role requires a proactive approach to addressing emerging technical and operational issues, ensuring that the highest standards of care are upheld throughout the transition process. The Technical Officer will also be responsible for providing both on-site and virtual technical assistance to HIV treatment facilities, focusing on critical areas such as antiretroviral therapy initiation, adherence counseling, and viral load monitoring. This position is essential for ensuring that the health system restructuring process is documented and that lessons learned are shared for replication in other provinces, thereby enhancing the overall effectiveness of HIV service delivery in Vietnam.
Duties and Responsibilities: The Technical Officer will have a diverse set of responsibilities, including but not limited to: providing on-site and virtual technical assistance to EpiC-supported HIV treatment facilities; monitoring and updating strategies, policies, and directives from provincial authorities; supporting provinces and facilities in adapting to the transition of HIV treatment services; documenting the health system restructuring process for reporting to donors and generating lessons learned; participating in quarterly Continuous Quality Improvement (CQI) meetings; representing EpiC in technical discussions with stakeholders; collaborating with the Finance and Operation Team on service procurement; and supporting the organization of trainings and workshops. The role demands a high level of engagement with various stakeholders to ensure that HIV care and treatment services are delivered effectively and efficiently during this transitional period.
Required Qualifications: Candidates for the Technical Officer position must possess a medical degree or an advanced degree in public health. Additionally, they should have at least three years of experience working in the HIV/AIDS field, specifically in care and treatment. A demonstrated understanding of the Vietnamese health system, particularly the ongoing transition to a two-tier health system, is essential. The ideal candidate will be highly responsible, organized, and detail-oriented, with the ability to work well under pressure and meet deadlines. Strong written and oral communication skills in both Vietnamese and English are mandatory, and the ability to travel as necessary is also required.

Additional Notes: The expected hiring salary range for this role is between VND 367,000,000 and VND 420,000,000 annually for basic salary.
