The United Nations Entity for Gender Equality and the Empowerment of Women, commonly known as UN Women, was established in July 2010 as part of the UN reform agenda. Job Overview:
The position of Consultant for the UNSDCF Gender Equality Strategy involves supporting the UN Country Team (UNCT) in Cameroon in the development of the UN Sustainable Development Cooperation Framework (UNSDCF) for the years 2027-203
  • The consultant will play a crucial role in ensuring that gender equality and women's empowerment are prioritized within the framework. This includes conducting a thorough review of the UNSDCF outcome areas, providing recommendations for gender mainstreaming, and facilitating consultations with women's networks to gather insights for the Gender Equality and Women's Empowerment (GEWE) strategy. The consultant will also be responsible for producing a comprehensive Gender Strategy document and an action plan with measurable indicators and budget considerations. The role requires a deep understanding of gender issues, the national context of Cameroon, and the ability to engage effectively with various stakeholders.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including: conducting a review of the UNSDCF outcome areas based on the Gender Scorecard and Common Country Analysis; providing actionable recommendations to enhance gender mainstreaming in the UNSDCF framework; preparing a presentation of the main recommendations for the Resident Coordinator’s Office and partners; facilitating consultations with women's networks to gather insights; and producing the final Gender Strategy of the UNSDCF along with an action plan that includes indicators and budget. The methodology will involve desk reviews, in-depth interviews, focus group discussions, and online meetings with stakeholders to ensure comprehensive data collection and stakeholder engagement.

Required Qualifications:
Candidates must possess an advanced university degree in gender studies, international development, law, women's rights, economics, or related fields. A PhD is considered an asset. Additionally, a minimum of 15 years of extensive experience in gender and international development research and programs at both national and international levels is required. Experience in writing gender-related reports targeting policymakers, particularly in areas such as violence against women, women's human rights, and women's economic empowerment, is highly advantageous. A proven track record of publications in peer-reviewed journals on gender issues is also necessary, along with a strong understanding of the socio-cultural, economic, and geopolitical contexts of Cameroon.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as gender studies, international development, law, women's rights, or economics. A PhD is preferred and will enhance the candidate's profile. The educational qualifications should reflect a strong foundation in gender issues and international development principles.

Experience:
The position requires a significant level of experience, specifically a minimum of 15 years in the field of gender and international development. This experience should encompass both research and practical program implementation at national and international levels. Candidates should demonstrate a history of engaging with UN agencies and programs, particularly in gender analysis and advocacy for gender equality and women's empowerment.

Languages:
Fluency in both English and French is mandatory for this position, as these are the primary languages of communication within the UN system and in Cameroon. Knowledge of any additional UN official language is considered an asset and may enhance the candidate's ability to engage with a broader range of stakeholders.

Additional Notes:
The consultancy is expected to be conducted by a national consultant who possesses the right mix of expertise and knowledge of the national context. The expected deliverables include a first draft of the Gender Strategy by April 30, 2026, and a final report by May 15, 2026, with a payment schedule of 50% upon submission of the first draft and 50% upon submission of the final report. The consultant is expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on misconduct. The position may involve rigorous background checks and verification of academic credentials and employment history.
