The Office of Legal Affairs (OLA) of the International Atomic Energy Agency (IAEA) is responsible for providing high-quality legal services to the Director General, the Secretariat, and the policy-making organs of the IAEA. Job Overview:
The consultant position under the Nuclear and Treaty Law Section involves contributing specialized legal expertise in international and national nuclear law. The consultant will work under the guidance of the Head of the Section and will be expected to engage in various activities that address legislative, regulatory, and contractual aspects relevant to nuclear technology. This includes participating in IAEA missions, reviewing draft and enacted legislation, and contributing to workshops and training courses aimed at enhancing legal knowledge and skills among stakeholders. The role is critical in ensuring that nuclear technology is used safely and securely, and the consultant will be involved in awareness-raising efforts and the delivery of educational content.

Duties and Responsibilities:
The consultant will be responsible for a range of duties including: providing legal advice on international legal instruments related to nuclear safety and security; drafting and reviewing legislation concerning nuclear law; advising on regulatory control systems for nuclear facilities; addressing issues related to radiation protection, safety, and emergency preparedness; and advising on commercial and contractual arrangements for nuclear projects. The consultant will also be expected to engage with governmental bodies, stakeholders, and the public to ensure comprehensive understanding and compliance with nuclear legislation. Participation in IAEA missions and the delivery of lectures and case studies will also be part of the responsibilities, aimed at transferring legal knowledge effectively.

Required Qualifications:
Candidates must be a member of a national bar or possess an equivalent legal qualification. They should have a proven ability to prepare legal drafts and provide advice to a diverse range of stakeholders, particularly governmental bodies. The position requires a minimum of ten years of relevant experience, including significant international experience and expertise in nuclear-related legal matters. Candidates should demonstrate a strong understanding of the legal frameworks governing nuclear technology and its applications.

Educational Background:
A law degree from a recognized institution is required, with a focus on international law, nuclear law, or related fields. Additional qualifications or certifications in nuclear law or international legal instruments would be advantageous. Continuous professional development in relevant areas of law is also encouraged to maintain up-to-date knowledge of legal standards and practices.

Experience:
The position requires a minimum of ten years of relevant legal experience, with several years spent at the international level. Experience advising governmental officials on nuclear-related matters is essential, as is a demonstrated ability to navigate complex legal frameworks and provide sound legal advice in high-stakes environments. The consultant should have a track record of engaging with various stakeholders and successfully delivering legal training and workshops.

Languages:
Excellent command of written and spoken English is essential for this position. Knowledge of another UN official language, such as Arabic, Chinese, French, Spanish, or Russian, is considered an asset and would enhance the candidate's qualifications for the role.

Additional Notes:
The consultant position is intended for short-term and/or temporary assignments, with remuneration ranging from €300 to €480 per day based on qualifications and assignment specifics. If travel is required, a daily subsistence allowance and travel costs will be covered. Health coverage and pension fund responsibilities lie with the consultant.
