Job Overview: The Human Resources Manager (HRM) plays a pivotal role in overseeing the implementation of human resources policies, procedures, and systems to ensure compliance with both organizational policies and national labor laws. The HRM is responsible for providing strategic and operational HR support across the country program, which includes recruitment, employee relations, performance management, learning and development, and HR administration. This position is crucial for strengthening the capacity of national staff and supporting managers in effective people management, ensuring that HR systems are aligned with program delivery in a challenging operational environment. The HRM serves as an advisor and educator on HR matters, fostering a nurturing work environment that promotes staff care and engagement.
Duties and Responsibilities: The HRM's duties encompass a wide range of responsibilities, including the development and implementation of a comprehensive HR strategy that aligns with RI’s policies and local labor laws. The HRM will oversee compliance with labor laws and employment standards, support recruitment and compensation analysis, and manage learning and development initiatives. The HRM will lead recruitment processes, ensuring timely hiring of qualified staff while promoting transparency and diversity. Additionally, the HRM will monitor industry salary levels, assist in salary reviews, and ensure accurate payroll preparation. The HRM will also support workforce transition processes, provide guidance on legal risk mitigation, and lead capacity-building initiatives for national HR staff. Furthermore, the HRM will implement HR information systems and provide HR reports to support management decision-making.
Required Qualifications: Candidates must demonstrate experience managing HR operations in Sudan, possess a Bachelor’s degree from a recognized university, preferably with a major in HR, and hold a professional HR qualification or training. A minimum of 5 years of progressive HR experience is required, including at least 2 years in a managerial role within the INGO or humanitarian sector. Proven experience in developing and implementing HR strategies in compliance with local labor laws is essential, along with experience in organizational restructuring and workforce planning. Strong problem-solving skills, the ability to work under pressure, and excellent communication skills are also required.
Educational Background: The educational background required for this position includes a Bachelor’s degree from a recognized and reputable university, preferably with a major in Human Resources. Additionally, candidates should have professional HR qualifications or training that enhance their expertise in the field.
Experience: The HRM position requires a minimum of 5 years of progressive HR experience, with at least 2 years in a managerial role within the international non-governmental organization (INGO) or humanitarian sector. Candidates should have experience in developing and implementing HR strategies that comply with local labor laws and have a background in supporting organizational restructuring and workforce planning.
Languages: Fluency in written and spoken English is mandatory, and proficiency in French is considered a valuable asset for this position. Strong communication skills are essential for effective negotiation, presentation, and relationship management.
Additional Notes: This position is likely to be full-time and may involve travel, sometimes on short notice, for HR-related duties.
