Job Overview:
The Senior Procurement Specialist position at the World Bank Group is a critical role focused on enhancing procurement practices within the Ghana Country Management Unit (CMU). The successful candidate will be responsible for organizing and delivering procurement services, ensuring fiduciary and quality controls, and applying procurement policies effectively. This role involves leading complex procurement tasks, advising clients and colleagues, and driving reforms in the public procurement system. The Specialist will work closely with various stakeholders, including government officials and international organizations, to promote innovations in procurement policies and practices. The position requires a proactive approach to achieving value for money in public procurement and enhancing service delivery outcomes. The Senior Procurement Specialist will also contribute to capacity building initiatives and the professionalization of procurement functions within the region.

Duties and Responsibilities:
The Senior Procurement Specialist will undertake a variety of duties, including:
  • Independently organizing and delivering procurement services in the Ghana CMU, ensuring compliance with fiduciary and quality controls.
  • Leading and advising on complex procurement tasks and issues that span multiple sectors.
  • Spearheading the dialogue on public procurement reform, including green procurement and electronic procurement initiatives.
  • Developing and promoting innovative procurement policies to enhance project outcomes.
  • Supporting client countries in achieving value for money in public procurement.
  • Conducting reviews of procurement aspects of Bank documents and preparing procurement-related reports.
  • Handling procurement cases subject to reviews and ensuring proper preparation for clearance.
  • Leading groundbreaking missions and developing innovative approaches to procurement.
  • Utilizing electronic tools to track procurement exchanges and performance metrics. 1
  • Designing and delivering capacity-building workshops for Bank staff and stakeholders. 1
  • Articulating and implementing the Bank Procurement Policy Change program.

Required Qualifications:
Candidates must possess a Master’s degree in a relevant field such as business administration, engineering, finance, commerce, law, or procurement. A minimum of 8 years of relevant experience as a Procurement Specialist is required, particularly in public procurement under donor or MDB-financed projects. Preference will be given to candidates with an engineering background. Candidates should demonstrate experience in procuring large-value contracts and infrastructure projects, along with a strong understanding of international procurement concepts and practices. The ability to identify complex issues and respond innovatively is essential, as is the capacity to work effectively in multicultural environments and build strong relationships with clients and colleagues. High levels of integrity and professional ethics are expected, along with strong communication and negotiation skills.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as business administration, engineering, finance, commerce, law, or procurement. This advanced education is essential to equip the candidate with the necessary skills and knowledge to navigate the complexities of procurement in a development context.

Experience:
The position requires a minimum of 8 years of relevant experience as a seasoned Procurement Specialist. Candidates should have a proven track record in carrying out technical duties in public procurement, particularly in the context of donor or MDB-financed projects. Experience in managing large-value contracts and infrastructure projects is highly desirable, as is familiarity with international procurement principles and practices.
