Job Overview:
The Support Function Officer position is primarily responsible for providing logistics support to colleagues and ensuring that logistics standards are met within the organization. This role involves developing relevant logistics training, coaching newly appointed logistics staff, and contributing to the induction of new employees involved in logistics processes. The officer will ensure compliance with NRC policies, handbooks, guidelines, and donor requirements while implementing NRC’s systems and procedures at the country level. The position also requires the preparation and development of procurement reports as needed by the Country Office, ensuring proper documentation and filing in accordance with NRC SSD policy. The officer will actively promote anti-corruption measures, transparency, and cost efficiency in all logistics processes, including procurement, vehicle management, and asset management. Additionally, the officer will support the implementation of SIP-relevant activities as outlined in the Country Office Action Plan and participate in relevant training modules.

Duties and Responsibilities:
The duties and responsibilities of the Support Function Officer include providing technical support in managing supply and logistics needs for operations in the Moldova Country Office. This encompasses requisitioning, receiving, storing, issuing, and delivering goods. The officer must ensure compliance with internal and external regulations for all logistics activities, process procurement requests, and maintain systematic records in line with NRC's standard procedures. The officer will engage in market assessments, update the Country Vendor database, and serve as the focal person for various procurement modules. Additionally, the officer will technically supervise logistics officers and ensure that assets are registered and checked regularly. Other tasks may be assigned by the Logistics Manager as needed.

Required Qualifications:
Candidates must possess a Bachelor’s degree or higher, preferably with at least 2 years of experience in logistics. They should have experience working in a humanitarian or recovery context, with documented results related to the responsibilities of the position. Fluency in English, both written and verbal, is required, along with proficiency in Romanian. Candidates should demonstrate the ability to coordinate with multiple departments, proactively solve problems, and share information in a timely manner with relevant stakeholders.

Educational Background:
The educational background required for this position includes a Bachelor’s degree or higher in a relevant field, with a preference for candidates who have specialized training or coursework related to logistics and supply chain management.

Experience:
The position requires candidates to have a minimum of 2 years of experience in logistics, particularly in a humanitarian context. Previous experience working with an international non-governmental organization (INGO) is highly desirable, as is experience in complex and volatile environments. Candidates should have a proven track record of effectively managing logistics operations and coordinating with various departments.

Languages:
Fluency in English is mandatory, both written and spoken. Additionally, candidates must be fluent in Romanian, with the ability to read, write, and speak the language proficiently. Knowledge of other languages may be considered an asset but is not required for this position.
