Job Overview:
The Monitoring and Evaluation Officer plays a crucial role in ensuring that NRC's projects are implemented effectively and in accordance with established standards. This position involves overseeing data collection processes, conducting field visits, and ensuring compliance with monitoring and evaluation protocols. The officer will be responsible for training enumerators, leading spot checks, and documenting findings to support the overall quality of NRC's programs. The role requires a proactive approach to community engagement and the ability to adapt to complex and volatile contexts. The officer will also contribute to the development of a data management system and promote the principles of accountability and safeguarding within the organization and among beneficiaries.

Duties and Responsibilities:
The Monitoring and Evaluation Officer will have a variety of responsibilities, including but not limited to: ensuring adherence to NRC policies and guidelines; implementing the delegated project portfolio according to the action plan; preparing status reports for management; organizing and delivering tasks in line with priorities; maintaining proper documentation; supporting the development of a data management system; conducting regular field visits to oversee data collection; providing training to enumerators; leading on-the-spot checks to verify compliance; documenting and reporting findings; supporting the M&E Officer in conducting focus group discussions and key informant interviews; participating in community mobilization activities; assisting the Complaint and Feedback Mechanism Officer; performing data cleaning and verification; and undertaking other duties as assigned by the M&E Coordinator and line manager.

Required Qualifications:
Candidates for the Monitoring and Evaluation Officer position should possess a minimum of a university degree, with a strong background in monitoring and evaluation, accountability towards affected populations, and community engagement. They should demonstrate competency in handling feedback and have documented results related to the responsibilities of the position. The ideal candidate will be willing to work in complex and volatile contexts and have the ability to travel within Sudan as required. Proficiency in both English and Arabic is essential, along with computer skills, particularly in MS Office applications. Familiarity with digital data collection platforms such as KoBo, CommCare, or Ona is an added advantage.

Educational Background:
A minimum of a university degree is required for this position. Candidates should have a strong educational foundation in fields related to monitoring and evaluation, social sciences, or humanitarian studies, which will equip them with the necessary skills and knowledge to perform effectively in this role.

Experience:
The position requires candidates to have relevant experience in monitoring and evaluation, particularly in the context of IDP and refugee-related programs. Experience with both quantitative and qualitative methods of data collection and analysis is essential. Candidates should also have a proven track record of handling feedback mechanisms and engaging with affected communities in a humanitarian or recovery context.

Languages:
Fluency in English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to communicate effectively with diverse populations and stakeholders.
