Job Posting Organization:
The consultancy is being conducted in collaboration with the Ministry of Health and Medical Services (MHMS) of Fiji, which is responsible for overseeing health services in the country. The MHMS aims to improve health outcomes through various initiatives, including the integration of health services to enhance accessibility and reduce stigma. Job Overview:
The consultant will play a crucial role in supporting the integration of HIV, STI, BBV, and TB services into Fiji's primary health care (PHC) system. This position is vital as it aligns with the national strategy to expand access to health services, reduce stigma associated with these health issues, and strengthen the continuity of care for affected populations. The consultant will provide technical leadership and systems guidance, ensuring that PHC facilities are equipped to deliver integrated services effectively. This role involves working closely with various stakeholders, including the National HIV Outbreak and Cluster Response Taskforce (N-HOCRT), to develop methodologies, conduct assessments, and create frameworks that facilitate the integration of these critical health services into existing PHC structures. The consultant will also be responsible for capacity building among health care providers to ensure they are prepared to deliver these integrated services.

Duties and Responsibilities:
The consultant's duties will include conducting assessments of PHC readiness for integrated services, developing a national framework for service delivery, and strengthening the capacity of PHC providers. Specific responsibilities include:
  • Developing and validating assessment methodologies and tools for evaluating service capacity and readiness.
  • Conducting field assessments across PHC facilities to analyze gaps in service delivery and patient pathways.
  • Producing a national PHC readiness assessment report with actionable recommendations.
  • Creating an evidence-based integration framework that defines service packages and referral mechanisms.
  • Facilitating consultations with stakeholders to validate the integration framework.
  • Developing training modules and conducting training sessions for PHC staff.
  • Creating standardized clinical and operational tools for integration.
  • Aligning PHC-level indicators with national surveillance frameworks.
  • Designing a community-based outreach model to link PHC services with community organizations. 1
  • Developing a sustainability plan for maintaining integrated services beyond the consultancy period.

Required Qualifications:
The position requires a bachelor's degree in public health, nursing, medicine, or a related field. A postgraduate qualification in one of these areas is desirable. Candidates must have at least five years of experience in PHC program implementation, with a preference for those who have worked with the UN system or in the Western Pacific Region. Strong technical skills in service delivery model design, training, and data systems are essential. Candidates should also possess excellent communication and stakeholder engagement skills, as well as a solid understanding of HIV, STI, BBV, and TB service delivery principles.

Educational Background:
Candidates must hold a bachelor's degree in public health, nursing, medicine, or a related field. A postgraduate qualification in one of these fields is considered an asset, enhancing the candidate's profile for this consultancy role.

Experience:
The consultant is expected to have a minimum of five years of experience in implementing primary health care programs. This experience should ideally include working within the UN system and familiarity with the health landscape in the Western Pacific Region, which would provide valuable insights into the local context and health challenges.

Languages:
Fluency in English is essential for this position, as it is the primary language of communication. Additionally, fluency in the iTaukei language is desirable, as it would facilitate better engagement with local communities and stakeholders.

Additional Notes:
The consultancy is expected to last for 11 months, with a remuneration of 97,000 FJD. This position is subject to local recruitment, specifically targeting Fijian nationals within the local commuting area of Suva.
