Job Overview: The consultant will play a crucial role in supporting the Ministry of Health and Medical Services (MoHMS) in Fiji by designing and operationalizing a comprehensive national approach to sexual and reproductive health (SRH), HIV, sexually transmitted infections (STI), blood-borne viruses (BBV), and tuberculosis (TB) programming, particularly focusing on adolescents from key populations. This position requires senior technical leadership and systems guidance to strengthen and integrate adolescent-responsive health services across various platforms, including clinics, primary health care facilities, schools, and community-based organizations. The consultant will also be responsible for developing enabling policies and frameworks, enhancing multi-sectoral coordination, and ensuring that all interventions are evidence-based and aligned with WHO and UNAIDS guidelines. A significant aspect of the role involves mentoring national health officers to build sustainableprogram management capacity beyond the consultancy period, thereby contributing to the overall improvement of health services for adolescents in Fiji.
Duties and Responsibilities:
Conduct a national situational analysis to strengthen the evidence base for adolescent-responsive SRH, HIV, STI, BBV, and TB programming in Fiji, focusing on key populations.
Develop a situational analysis report detailing epidemiological trends, service coverage, and behavioral determinants affecting health outcomes.
Identify policy and program gaps and provide recommendations for harmonization with national and international guidelines.
Revise national service delivery guidelines to integrate adolescent-responsive health pathways across various health services.
Establish a multi-sectoral coordination mechanism to enhance joint planning and service referral among key stakeholders.
Create a standardized package of interventions for prevention, diagnosis, and treatment of adolescents.
Build the capacity of health workers to deliver adolescent-responsive services through training and mentorship.
Promote adolescent participation in program planning and accountability to ensure services are responsive and rights-based.
Develop a sustainability plan for the continuation of adolescent-focused health services beyond the consultancy period. 1
Produce reports documenting key findings, capacity gains, and recommendations for institutionalizing adolescent-responsive programming.
Required Qualifications: Essential qualifications include a Bachelor's degree in medicine, public health, or a related field, with a postgraduate qualification being desirable. The consultant must possess strong technical expertise in adolescent-responsive health programming, particularly in SRH, HIV, STI, BBV, and TB. Proven experience in policy and strategy development, multisector coordination, and training facilitation is essential. The consultant should also demonstrate excellent analytical, communication, and report writing skills, with the ability to prepare assessments and technical guidance documents. Familiarity with global health standards and best practices, particularly those related to adolescent health, is crucial for this role.
Educational Background: The educational background required for this position includes a Bachelor's degree in medicine, public health, or a related field. A postgraduate qualification in one of these areas is desirable, as it would provide the consultant with a deeper understanding of the complexities involved in adolescent health programming and policy development.
Experience: The consultant is expected to have at least seven years of progressive experience in adolescent and youth health, with specific expertise in adolescent-responsive SRH, HIV, STI, BBV, and TB programming. Experience in supporting governments to adapt global best practices to local contexts is essential, as is the ability to work in resource-constrained settings. Familiarity with the UN system and experience in Pacific Island health contexts are desirable but not mandatory.
Languages: Expert knowledge of English is essential for this position, as it is the primary language of communication within the organization and for documentation purposes. Additional language skills may be beneficial but are not mandatory.
Additional Notes: The consultancy is expected to last for 11 months, with a daily wage rate ranging from USD 350 to 499, excluding travel costs. Living expenses will be provided for on-site consultants who are internationally recruited, based on the daily subsistence allowance for Suva, Fiji. The consultant is expected to travel to Fiji as part of their responsibilities.
