Job Overview: The IDB is seeking an individual consultant to play a crucial role in the operationalization of autoclave systems within public health facilities in Belize. This position focuses primarily on capacity building and training for facility staff, ensuring that they are equipped to effectively utilize the autoclave systems. The consultant will also be responsible for the technical verification of system readiness and will provide support for installation as needed. The overarching goal of this initiative is to enhance the efficiency, quality, and accessibility of health services in Belize, aligning with the objectives of the Improving Efficiency, Quality, and Access in Belize’s Health System loan project. The consultant will collaborate closely with various stakeholders, including the Ministry of Health and Wellness (MOHW) and the Nutrition, Population, and Health Division of the IDB’s Social Sector, to ensure that the training and technical support provided are practical, scalable, and tailored to the specific context of Belize’s health system. This role is vital for maximizing the value of health sector investments and ensuring compliance with national and IDB standards.
Duties and Responsibilities: The consultant will be responsible for a range of duties, including: A) Technical inspection and verification/commissioning, which involves pre-mission preparation and coordination, as well as on-site technical inspection and commissioning activities. B) Providing specialized technical training for ministry personnel to ensure they are well-versed in the operation and maintenance of the autoclave systems. C) Conducting practical field training for operators at each facility to ensure hands-on experience and competence in using the systems. D) Reviewing and updating Standard Operating Procedures (SOPs) related to the operation, safety, maintenance, and waste flow management of the autoclave systems, ensuring that they are current and effective.
Required Qualifications: Candidates must possess a Bachelor’s degree in engineering, environmental health, biomedical engineering, public health, health administration, or a related technical field that is directly relevant to healthcare waste management or medical equipment operation. A Master’s degree in a related field is considered an asset but is not mandatory. Additionally, relevant technical certifications or manufacturer training related to autoclaves, sterilization systems, or healthcare waste treatment equipment will be viewed favorably.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant field such as engineering, environmental health, biomedical engineering, public health, or health administration. A Master’s degree in a related discipline is advantageous but not a strict requirement. Candidates with specialized training or certifications in autoclave systems or healthcare waste management will have an edge in the selection process.
Experience: The position requires at least 5 years of relevant professional experience in the installation, operation, commissioning, maintenance, or technical support of healthcare waste treatment systems or medical equipment. Candidates must demonstrate hands-on experience with autoclaves or similar technologies and have a proven track record of delivering practical, on-site technical training for maintenance personnel and operators. Familiarity with infection prevention and control standards or healthcare waste management protocols is also beneficial.
Languages: Proficiency in English is mandatory, along with proficiency in one of the other official languages of the IDB, which include Spanish, French, or Portuguese. This bilingual capability is essential for effective communication within the organization and with stakeholders.
