Job Overview:
The Consultant for Ethics Advisory Services will play a crucial role in providing expert advice and recommendations to the Chief of Ethics on various cases related to retaliation and misconduct within the organization. This position requires the consultant to conduct thorough assessments of complaints, draft comprehensive reports, and develop training materials aimed at enhancing the understanding and implementation of the Protection against Retaliation (PaR) policy. The consultant will also be responsible for liaising with various stakeholders, ensuring that all communications are handled with confidentiality and impartiality. The role is home-based but may require travel as per UNRWA policies, and the expected duration of the consultancy is six months.

Duties and Responsibilities:
  • Case Management and Advisory: The consultant will conduct preliminary assessments of complaints and reports of retaliation, draft necessary documentation including reports to the Department of Internal Oversight Services (DIOS), and communicate outcomes to complainants. They will also review investigation reports and provide recommendations based on findings.
  • Capacity Building and Awareness: Collaborating with the Ethics Office, the consultant will develop training materials and communications to enhance awareness of the PaR policy.
  • Stakeholder Coordination: The consultant will liaise with relevant UNRWA departments and external stakeholders, ensuring confidentiality and impartiality in all interactions.
  • Policy Review and Technical Advice: The consultant will provide technical advice on the implementation of UNRWA’s PaR policy, identify good practices, and propose improvements for strengthened interventions.

Required Qualifications:
The position requires an advanced university degree (Master’s or equivalent) in law, ethics, social sciences, organizational behavior, or a related field. Candidates must have a minimum of 7 years of progressively responsible experience in organizational ethics, investigations, legal analysis, or related areas, preferably within the UN or international organizations. Demonstrated experience in handling retaliation, whistleblower protection, or workplace misconduct cases is essential. Experience in policy review, training, and capacity building is considered an asset.

Educational Background:
Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as law, ethics, social sciences, or organizational behavior. This educational background is crucial for understanding the complexities of organizational ethics and the legal frameworks surrounding workplace misconduct.

Experience:
The consultant is expected to have at least 7 years of progressively responsible experience in fields related to organizational ethics, investigations, and legal analysis. This experience should ideally be within the context of the United Nations or other international organizations, with a strong emphasis on handling cases of retaliation and workplace misconduct.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Knowledge of Arabic is considered an asset but is not a requirement for the role.

Additional Notes:
The consultancy will be compensated with a monthly payment equivalent to the P4 level, contingent upon the satisfactory delivery of agreed outputs. The consultant is required to maintain strict confidentiality and impartiality throughout the assignment and must adhere to UNRWA’s code of ethics and relevant policies. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process, including application, interview, or training.
