Job Overview: The consultant will play a crucial role in advising the External Relations and Communications Department (ERCD) of UNRWA in the development of the Agency-wide Resource Mobilization and Outreach Strategy (ReMOS) for the period 2026-202
This position requires a strategic thinker who can provide insights and guidance on the appropriate framing and approach for the new ReMOS, ensuring that it aligns with the agency's medium-term strategic direction and objectives. The consultant will be responsible for leading both internal and external consultations, drafting the ReMOS, and developing a clear operationalization plan. The role is hybrid, requiring both home-based work and potential travel to Amman and Jerusalem for in-person engagements, depending on security" style="border-bottom: 1px dotted #007bff !important;">security conditions. The expected duration of the consultancy is six months, commencing on April 30, 2026, and concluding on September 30, 2026.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including: 1) Advising ERCD leadership on the strategic framing and approach for the 2026-2029 ReMOS; 2) Leading internal consultations with various stakeholders, including the Executive Office and Field Offices; 3) Conducting external consultations with UNRWA donors and peer UN entities; 4) Drafting the 2026-2029 ReMOS, which includes a results-based framework and operationalization plan; 5) Developing a paper that clearly defines roles and responsibilities within UNRWA regarding resource mobilization and outreach; 6) Submitting an inception work-plan with methodology and timeline; 7) Preparing a stakeholder engagement strategy; 8) Reviewing background materials and comparing strategies of other UN entities; 9) Presenting the revised draft to senior management for review; 10) Finalizing the ReMOS based on feedback and ensuring a comprehensive dissemination strategy.
Required Qualifications: Candidates must possess an advanced university degree in business administration, economics, politics, international relations, international cooperation and development, or a related field. Additionally, they should have at least 10 years of professional experience at a senior leadership level, particularly in advising international organizations on strategic planning, resource mobilization, and external relations. Experience in leading or advising UN entities through significant change processes is essential, as is the ability to navigate complex political and financial environments. Candidates should also have a strong background in geopolitical analysis and knowledge of donor trends, as well as experience in managing reputational risk and strategic communications.
Educational Background: An advanced university degree from an accredited institution in relevant fields such as business administration, economics, politics, international relations, or international development is required for this position. This educational background is crucial for understanding the complexities of resource mobilization and outreach strategies within the context of international organizations.
Experience: The position requires a minimum of 10 years of solid professional experience at a senior level, particularly in advising senior leadership of international organizations. Candidates should have a proven track record in strategic planning, resource mobilization, and external relations, with experience in leading or advising UN entities through major change processes. Familiarity with the operational and financial environments of international organizations is also necessary.
Languages: English is the mandatory working language for this position, as it is the primary language used within the United Nations Secretariat. Proficiency in French is considered an asset, as it may enhance communication and collaboration with various stakeholders.

All deliverables will be subject to approval by UNRWA, and confidentiality regarding all data and documentation is mandatory.
