Job Overview:
The Regional Grant Officer will play a crucial role within HI’s Middle East Regional Programme (MASHRIQ), which coordinates missions across five countries: Syria, Egypt, Jordan, Lebanon, and Iraq. This position is designed for a full-time commitment and will be managed by the Regional Program Development Manager based in Amman. The officer will be responsible for ensuring high-quality and timely development of project proposals, reporting to donors, and adherence to contractual obligations. The role requires strong communication and coordination skills to navigate a hybrid and geographically dispersed team, especially during the transition period of merging the Syria office into the regional structure. The officer will also be involved in training sessions and capacity building for team members, ensuring alignment with regional standards and practices.

Duties and Responsibilities:
  • Ensure high-quality and timely development of project proposals by coordinating with the Regional Program Development Manager (RPDM) and HQ for guidance, planning the proposal development process, and ensuring coherence between operational aspects, MEAL, technical approaches, and budgeting.
  • Prepare and update an internal reporting retro-planning for donor reporting deadlines, verify donor templates, and liaise with country missions for inquiries related to donor reports.
  • Attend new project kick-off meetings to present donor compliance requirements and actively participate in project quarterly review meetings to stay updated on donor compliance progress.
  • Support the development of internal and external communication materials and assist in analyzing changes in donor strategies.
  • Provide support in designing and delivering training sessions on reporting and donor compliance, as well as proposal development for key team members.
  • Ensure clear communication and coordination between teams to promote shared understanding and consistency in practices during the merger process.

Required Qualifications:
Candidates must possess advanced writing skills in English, with Arabic being an asset. Excellent organizational and time management skills are essential, along with the ability to adapt communication to various intercultural environments. Candidates should be proactive, entrepreneurial, and able to work effectively in a team. The ability to cope with a high workload, plan, organize, and prioritize work is crucial. Strategic thinking and strong accuracy in writing are also required, along with the willingness to travel to all countries of the program when necessary.

Educational Background:
A relevant degree in international relations, development studies, or a related field is preferred. Candidates should have a strong understanding of grant management and proposal development processes, as well as familiarity with donor compliance requirements.

Experience:
Candidates should have a minimum of 3-5 years of experience in grant management, proposal writing, or a related field within the humanitarian or development sector. Experience working in the Middle East region is highly desirable, particularly in contexts involving emergency response and development.

Languages:
Fluency in English is mandatory, with advanced writing skills required. Proficiency in Arabic is considered an asset and would enhance communication within the regional team and with local partners.

The position is an international contract lasting 7.5 months, starting from June 1, 202
  • The contract includes social coverage adapted to the employee's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2250€ gross per month, with additional per diem and hardship allowances depending on the location. Paid leave is 25 days per year, and the position is unaccompanied in Syria and Jordan, with collective housing in Syria and individual housing in Jordan provided by HI.
