Job Overview:
The Economic Empowerment Program Manager is tasked with overseeing a diverse portfolio of programs aimed at enhancing the economic stability and self-sufficiency of clients, particularly newly-arrived refugees and other qualified populations. This role requires a strong commitment to ensuring that all programs meet performance goals set by funders and adhere to contract requirements. The manager will be responsible for the development and sustainability of these programs, which include employment services, career development, digital inclusion, financial empowerment, micro-enterprise initiatives, and youth programs. The position demands a proactive approach to program management, requiring the manager to work closely with direct service staff, community partners, and other stakeholders to deliver high-quality services that are responsive to client needs. Duties and Responsibilities:
The Economic Empowerment Program Manager will oversee and manage Early Employment programs designed for newly-arrived refugees and other eligible populations. Key responsibilities include ensuring the implementation and management of youth programs, providing supervision to various program staff, and ensuring compliance with all program requirements and IRC standards of care. The manager will participate in leadership team meetings, contribute to staff training, and deliver community presentations. Additionally, the manager will ensure that programs consistently meet established grant outcomes and internal benchmarks, provide leadership and supervision to direct service staff, and maintain compliance with funder and agency requirements regarding documentation and data tracking. The role also involves supporting program sustainability through grant writing and program development, organizing community partnerships, maintaining good relations with employers, and encouraging employment as a pathway to self-sufficiency for clients. The manager will also be responsible for recruiting and training staff and performing other related duties as assigned.

Required Qualifications:
Candidates for the Economic Empowerment Program Manager position should possess an undergraduate degree, although equivalent related work experience may be considered. A minimum of three years of relevant professional experience is required, preferably in a non-profit or human services environment. Previous experience in job development with refugees and knowledge of the U.S. job market, particularly in the San Jose area, is highly desirable. Supervisory experience is also preferred. Strong communication skills, both written and oral, in English are essential, along with the ability to work effectively in a multicultural environment. Proficiency in Microsoft Office and high-quality computer/network capacity are preferred, as is a commitment to the mission and values of the IRC.

Educational Background:
An undergraduate degree is preferred for this position, although candidates with equivalent related work experience may be considered. The educational background should ideally include studies related to social work, human services, or a similar field that supports the responsibilities of the Economic Empowerment Program Manager.

Experience:
The position requires a minimum of three years of related professional work experience, ideally within a non-profit or human services context. Candidates should have previous experience in job development, particularly with refugee populations, and familiarity with the U.S. job market. Languages:
