Job Overview:
The consultancy aims to provide global and country technical support to UNICEF Country Offices and the Centre of Excellence from Nairobi, Kenya, focusing on immunization data systems. The consultant will enhance the quality, completeness, and use of Electronic Joint Reporting Form (eJRF) data and WUENIC estimates. This role involves supporting data-driven decision-making to improve immunization program performance and reduce the number of zero-dose children. The consultant will work collaboratively with health specialists and country teams to review, validate, and interpret immunization data, providing real-time technical support during key reporting periods, engaging remotely with multiple countries, and establishing continuous feedback loops to enhance data quality and consistency. The assignment emphasizes hands-on technical accompaniment, including joint data review sessions, direct support for data entry and validation processes, and co-development of analytical outputs, ensuring alignment between country-reported data and global estimates while translating data into actionable insights.

Duties and Responsibilities:
  • Provide technical support to UNICEF Country Offices on immunization data systems, focusing on eJRF and WUENIC.
  • Collaborate with health specialists and country teams to review and validate immunization data.
  • Offer real-time technical assistance during eJRF submission cycles.
  • Engage with multiple countries remotely to ensure data quality and consistency.
  • Conduct joint data review sessions and support data entry and validation processes.
  • Co-develop analytical outputs to enhance immunization program performance.
  • Ensure alignment between country-reported data and global estimates.
  • Translate data into actionable insights for decision-making.

Required Qualifications:
  • Master's degree in public health, epidemiology, biostatistics, health information systems, or a related field.
  • Minimum of 5 years of relevant professional experience.
  • Proven expertise in eJRF processes, WUENIC estimates, and immunization data analysis.
  • Experience working at both country and regional levels.
  • Familiarity with UNICEF, WHO, or similar organizations.
  • Strong analytical and data interpretation skills.
  • Experience in zero-dose analysis and equity-focused immunization programming.
  • Excellent report writing and communication skills.
  • Knowledge of statistical and data analysis packages such as EPIINFO, EPIDATA, SAS, STATA, SPSS, R, Statistica, or Matlab.

Educational Background:
A Master's degree in public health, epidemiology, biostatistics, health information systems, or a related field is required for this position, ensuring that the candidate possesses the necessary theoretical knowledge and practical skills to effectively support immunization data systems.

Experience:
Candidates must have a minimum of 5 years of relevant professional experience, demonstrating a strong background in immunization data systems, including expertise in eJRF processes and WUENIC estimates. Experience working with UNICEF, WHO, or similar organizations is highly desirable, as is familiarity with both country and regional levels of health programming.

Languages:
Fluency in English and French (both written and verbal) is required for this position. Knowledge of additional languages relevant to the region is considered an added advantage, enhancing communication and collaboration with diverse stakeholders.
