Job Overview:
The consultancy position involves updating the Ministry of Gender and Family Promotion (MIGEPROF) in Rwanda's Strategic Plan for the years 2018 to 2024 through a comprehensive evaluation of its vision and mission drivers. The consultant will be responsible for analyzing the existing Theory of Change, identifying major implementation gaps, and recommending strategic interventions to enhance MIGEPROF's organizational effectiveness and goal attainment over the next five years. The consultant will work closely with the MIGEPROF Permanent Secretary and the UNFPA team to ensure that the revised strategic plan aligns with national priorities and international commitments. The consultant will prepare and submit several deliverables, including inception reports and drafts of the revised strategic plan, ensuring that the final document includes clear objectives, outcomes, outputs, indicators, targets, and interventions necessary for effective implementation.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including: conducting a thorough situation and SWOT analysis supported by evidence and data relevant to MIGEPROF and the sector; developing a theory of change that aligns with the National Vision and Strategy for Transformation; creating an appropriate institutional framework for the effective implementation, coordination, monitoring, and evaluation of the revised strategic plan; establishing a monitoring and evaluation (M&E) framework and a costed implementation plan; presenting drafts of the strategic plan to stakeholders within the Ministry and finalizing the document for validation by senior managers. The consultant will also be expected to engage with various stakeholders, including policymakers, government officials, and civil society organizations, to gather insights and ensure the strategic plan is comprehensive and actionable.

Required Qualifications:
Candidates must possess a Master’s degree in relevant fields such as Economics, Project Management, Development Studies, Gender Studies, Public Policy & Management, or Social Sciences. Additionally, a proven record of at least five years of relevant experience in policy or strategy development/formulation is required, along with at least three certificates of good completion from previous engagements. The consultant should demonstrate strong conceptual and analytical skills, particularly in areas related to child development, gender equality promotion, and women's empowerment, evidenced by reports, papers, or research published in these fields. The ability to work collaboratively with diverse stakeholders is essential, as is a commitment to the values and mission of UNFPA.

Educational Background:
A Master’s degree in a relevant field such as Economics, Project Management, Development Studies, Gender Studies, Public Policy & Management, or Social Sciences is mandatory. Candidates must provide a notarized copy of their degree as part of the application process, demonstrating their educational qualifications and expertise in the relevant areas necessary for the consultancy.

Experience:
Candidates should have a minimum of five years of relevant experience in policy or strategy development/formulation. This experience should include a proven track record of successful project management and the ability to deliver high-quality outputs within specified timelines. The consultant should also have experience working with government entities and understanding the dynamics of gender equality and women's empowerment in Rwanda.

Languages:
Fluency in English is required, both in speaking and writing. Proficiency in Kinyarwanda and French is considered an added advantage, as it will facilitate communication with a broader range of stakeholders and enhance the consultant's effectiveness in the role.
