Job Overview:
The consultant will play a crucial role in supporting the Ministry of Finance and Economic Planning (MINECOFIN) in Rwanda by coordinating, monitoring, and evaluating the implementation of the Disaster Risk Financing Strategy and the National Insurance Strategy (NIS). The position requires the development of a comprehensive coordination framework and a robust Monitoring and Evaluation (M&E) framework with measurable KPIs. The consultant will facilitate stakeholder collaboration, provide technical advisory support, and strengthen institutional capacity for sustainable implementation. This role is pivotal in ensuring that the strategies are executed effectively, with accountability and measurable impact, addressing the challenges posed by recurrent natural hazards and enhancing the overall performance of the insurance sector in Rwanda.

Duties and Responsibilities:
The consultant's duties will include conducting a strategic review and alignment of the existing strategies, ensuring that performance targets are met through a coordinated mechanism involving relevant institutions. They will establish a structured coordination mechanism, define institutional roles, and provide technical capacity support to policymakers. The consultant will organize stakeholder consultations and workshops to foster collaboration and ownership among implementing entities. Additionally, they will develop monitoring tools, reporting templates, and performance dashboards to track progress systematically. The consultant will prepare periodic reports highlighting achievements, challenges, and recommendations, culminating in a final comprehensive consultancy report at the end of the assignment.

Required Qualifications:
Candidates must demonstrate financial and operational capacity to deliver large-scale, complex advisory assignments. A degree in Economics, Finance, Business Administration, Insurance, climate-related fields, Public Policy, or related fields is required, with a desired advanced degree (Master’s or higher). Candidates should have at least 9 years of proven experience in financial sector strategy advisory, implementation support, or large-scale transformation programs. Experience supporting governments, ministries of finance, central banks, or financial regulators is essential, along with a proven track record in coordinating multi-stakeholder programs at national or regional levels. Strong analytical, data management, and digital systems capabilities are also required, along with excellent communication and stakeholder engagement skills.

Educational Background:
The educational background required for this position includes a degree in relevant fields such as Economics, Finance, Business Administration, Insurance, climate-related fields, or Public Policy. An advanced degree (Master’s or higher) is preferred, indicating a higher level of expertise and understanding of the complexities involved in financial sector strategies and disaster risk financing.

Experience:
Candidates should possess a minimum of 9 years of relevant experience in financial sector strategy advisory, implementation support, or large-scale transformation programs. Experience working with government entities, particularly in the context of financial regulations and insurance sectors, is crucial. Familiarity with multi-stakeholder coordination and the ability to navigate complex institutional frameworks is also necessary, especially in emerging markets and developing economies.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of French or Kinyarwanda would be considered an asset, as it may facilitate better engagement with local stakeholders and enhance communication effectiveness in the Rwandan context.

Additional Notes:
This consultancy position is expected to be full-time, with a contract duration that will be specified upon selection. The role involves working closely with national stakeholders and may require travel within Rwanda to facilitate stakeholder consultations and workshops.
