Job Overview: The consultant's primary objective is to strengthen coordination, collaboration, user engagement, and capacity building within the National Statistical System (NSS). This involves conducting a comprehensive assessment of existing coordination mechanisms, identifying gaps and challenges, and designing innovative strategies to improve collaboration and efficiency across NSS institutions. The consultant will also develop sector strategic plans for official statistics aligned with the National Strategy for the Development of Statistics (NSDS). The role requires close collaboration with NSS institutions and development partners, ensuring that the statistical system meets the needs of policymakers and the public effectively.
Duties and Responsibilities: The consultant will be responsible for coordinating the National Statistical System (NSS) by conducting a systematic assessment of existing coordination mechanisms, including governance arrangements, institutional roles, communication channels, and collaboration practices. They will identify key coordination gaps and inefficiencies, facilitate the development and updating of Sector Strategic Plans for Statistics (SSPs), and support effective coordination among NSS institutions. Additionally, the consultant will provide technical guidance on integrating statistical priorities into sector planning, propose innovative coordination mechanisms, and assist in monitoring and reporting on NSS coordination mechanisms. The consultant will also assess user engagement practices, design strategies to promote the use of official statistics, and support outreach activities targeting various user groups. Furthermore, they will assess capacity gaps within NSS institutions and design tailored capacity-building programs, promoting knowledge-sharing and collaboration across the NSS.
Required Qualifications: Candidates must possess a Master’s degree in development studies, Public Policy, or Economics. A PhD based on research involving statistical analysis of large-scale survey datasets and policy-oriented research is considered a strong asset. Additionally, candidates should have demonstrated professional experience in official statistics, with a minimum of seven years of substantive experience within a National Statistical Office (NSO) or an equivalent institution responsible for coordinating a National Statistical System (NSS). Experience in strengthening statistical systems through international organizations or regional statistical bodies is advantageous. Supporting evidence of relevant professional experience is required.
Educational Background: The educational background required for this position includes a Master’s degree in development studies, Public Policy, or Economics. A PhD awarded based on research that applied statistical analysis of large-scale survey datasets and policy-oriented research is considered a strong asset, indicating a high level of expertise in the field of statistics and policy analysis.
Experience: The position requires a minimum of seven years of substantive experience in official statistics, particularly within a National Statistical Office (NSO) or an equivalent institution responsible for coordinating a National Statistical System (NSS). Additional experience in supporting statistical system strengthening through international organizations, regional statistical bodies, or development partners will be considered an advantage, showcasing the candidate's ability to navigate complex statistical environments and contribute to system improvements.
Languages: Fluency in English is required for this position, as it is essential for effective communication and reporting. Professional working proficiency in French is desirable, which would enhance collaboration with French-speaking stakeholders. Knowledge of Kinyarwanda is considered an asset, as it would facilitate engagement with local communities and stakeholders in Rwanda.
