Job Overview: The Digital Visibility National Consultant will play a crucial role in enhancing the online presence of Refugee-Led Organizations (RLOs) in Rwanda. This position is part of the 'Refugee Reach: Amplifying Voices Online' project, which aims to support RLOs that are often underfunded and lack digital visibility. The consultant will be responsible for developing user-friendly websites and social media platforms, training RLO members in digital storytelling and content creation, and providing strategic guidance to ensure the sustainability of these digital tools. The consultant will work closely with UNHCR's Community-Based Protection team and selected RLOs to deliver structured training and support programs that empower these organizations to effectively showcase their work and engage with potential donors and partners. The ultimate goal is to enhance the credibility and visibility of RLOs, thereby attracting more funding opportunities and ensuring the sustainability of their activities.
Duties and Responsibilities: The consultant will undertake several key activities, including: 1) Training Delivery and Capacity Building: Develop user-friendly training materials and toolkits tailored to RLOs’ contexts; design and deliver a five-phase training program covering the importance of digital presence, website and social media setup, digital content creation, platform maintenance, and long-term digital strategy. 2) Technical Support: Facilitate focus group discussions to assess RLOs’ needs; assist RLOs in setting up low-cost websites and social media accounts; provide guidance on branding and SEO. 3) Content Development: Train RLOs in creating compelling digital content; collaborate with UNHCR External Relations to develop impactful stories. 4) Monitoring and Evaluation: Facilitate participatory monitoring activities; document lessons learned and best practices. 5) Coordination and Reporting: Maintain regular coordination with UNHCR technical units and submit a final report detailing training outcomes and sustainability plans.
Required Qualifications: The position requires an undergraduate degree or advanced university degree in Communications, Digital Media, ICT, or a related field. Candidates must have a minimum of 7 years of experience in web development, digital communications, and training delivery. Proven experience in using low-resource Content Management System (CMS) platforms is essential, along with strong facilitation and mentoring skills. Familiarity with humanitarian principles and experience working with grassroots or Refugee-Led Organizations is desirable. Fluency in English, French, and Kinyarwanda is required.
Educational Background: Candidates must possess an undergraduate degree or an advanced university degree in a relevant field such as Communications, Digital Media, or ICT. This educational background is crucial for understanding the complexities of digital communications and the specific needs of Refugee-Led Organizations.
Experience: Candidates should have at least 7 years of relevant experience, including website and social media development for non-profits or community-based organizations. Hands-on experience with open-source or freemium CMS platforms, user experience research, and training in digital tools is highly valued. Experience in humanitarian or development settings, particularly with UNHCR or similar agencies, is preferred.
Languages: Fluency in English, French, and Kinyarwanda is mandatory for this position. These language skills are essential for effective communication with diverse stakeholders and for delivering training to RLOs. Additional language skills may be considered an asset but are not required.
Additional Notes: The contract duration for this position is 6 months, starting from the contract signing date. The consultant is expected to work full-time during this period and may need to travel to specific locations such as Mahama and Muhanga as part of the assignment. The suggested fee for the consultant is based on deliverables, with a total payment of 15,000 USD to be made within the 6-month period. This position does not require a functional clearance and is not remote.
