Job Overview: The Program Officer II will play a crucial role in managing and implementing the International Visitor Leadership Program (IVLP) and other exchange initiatives. This position involves overseeing a series of short exchanges to the U.S., typically lasting three weeks, for emerging leaders from various countries. The officer will be responsible for researching, conceptualizing, and writing proposals for exchange programs, developing themes and content, and determining itineraries. The role requires managing project budgets, ensuring financial support for activities, and coordinating with local partner organizations across the United States to develop local programs. The Program Officer will also arrange itineraries in Washington, D.C., including professional appointments, panels, site visits, and cultural activities, and conduct orientation sessions for delegations. This position demands strong project management skills, excellent communication abilities, and a proactive approach to problem-solving and relationship-building with clients and partners.
Duties and Responsibilities: The Program Officer II will be tasked with a variety of responsibilities, including but not limited to: researching and writing proposals for exchange programs, developing themes and content, and determining itineraries; managing project budgets to ensure financial support for activities and overseeing the disbursement of funds; identifying and coordinating with local partner organizations to develop local programs; arranging itineraries for projects in Washington, D.C., including professional appointments and cultural activities; conducting orientation sessions for delegations; supervising program associate activities to ensure timely planning and implementation of project logistics; orienting project interpreters and liaisons to FHI 360 policies; maintaining responsive relationships with clients and partners; conducting final project evaluations; and preparing accurate program reports as required by project grants.
Required Qualifications: Candidates must possess a Bachelor's degree and have 4-6 years of relevant work experience in a non-governmental organization (NGO), government agency, or private organization. Strong oral and written communication skills are essential, along with demonstrated professionalism in written correspondence. The ideal candidate will have proven program/project management skills, organizational abilities, and the capacity to manage multiple tasks with high accuracy. Analytical thinking and problem-solving skills are crucial, as is the ability to build productive working relationships both internally and externally. Proficiency in Microsoft Office and Excel is required, and candidates must reside in the Washington, D.C. area and be able to work from the D.C. office frequently.
Educational Background: A Bachelor's degree is required for this position. The degree should ideally be in a relevant field that supports the responsibilities of managing international exchange programs and project management.
Experience: The position requires 4-6 years of work experience in a relevant field, preferably within an NGO, government agency, or private organization. Experience in program/project management is essential, along with a demonstrated ability to manage multiple tasks and projects effectively.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in the host country language is also required as appropriate for the projects being managed.
Additional Notes: This position is based in Washington, D.C., and requires the candidate to reside in the area. The role is full-time, typically requiring 40 hours per week. The expected salary range for this position is between USD 64,000 and 74,000 annually, with compensation reflecting the applicant's experience and education. FHI 360 offers a competitive benefits package, including a 7% contribution to a pension plan, 18 days of paid vacation, 12 sick days, and 11 holidays per year.
