Job Overview: The Project Team Leader will play a crucial role in providing overall leadership, strategic direction, and management of the ECHO-funded integrated WASH, Health, and Nutrition project in Mantapala, Zambia. This position is essential for ensuring high-quality, timely, and compliant implementation of the project while strengthening coordination with government entities, UN agencies, and other partners. The Project Team Leader will be responsible for leading integrated interventions that align with ECHO priorities and national policies, ensuring that gender, protection, safeguarding, and accountability are mainstreamed throughout the project. The role also involves promoting adaptive programming to respond effectively to the needs of the community.
Duties and Responsibilities: The Project Team Leader will have a comprehensive set of responsibilities that include:
Strategic Leadership & Program Quality: Providing leadership for integrated WASH–Health–Nutrition interventions, ensuring alignment with ECHO priorities and national policies, mainstreaming gender and protection, and promoting adaptive programming.
Project Management & Implementation: Leading the planning and execution of project activities, managing work plans, budgets, and procurement plans, and ensuring compliance with ECHO and ACF standards.
Team Leadership: Supervising multidisciplinary teams, conducting performance management and mentorship, and promoting accountability and safeguarding compliance.
Stakeholder Engagement: Coordinating with the Ministry of Health, UN agencies, and partners, representing ACF in coordination platforms, and strengthening community engagement.
MEAL: Implementing a robust MEAL system, overseeing data collection, analysis, reporting, and learning to inform adaptive programming.
Technical Oversight & Integration: Ensuring quality and integration of WASH, Health, and Nutrition interventions, including infection prevention and control, water systems, sanitation, and hygiene promotion.
Financial & Grant Management: Managing budgets, ensuring compliance, and supporting forecasting and procurement planning.
Reporting & Documentation: Preparing donor and internal reports, documenting lessons learned and success stories.
Capacity Building: Strengthening staff and partner capacity and supporting sustainability initiatives. 1
Logistics Support: Ensuring timely procurement and monitoring the use of project assets.
Required Qualifications: The ideal candidate for the Project Team Leader position will possess the following qualifications:
A Master’s degree in a relevant field, such as public health, international development, or a related discipline.
A minimum of 5 to 7 years of experience in project management, particularly in humanitarian or development contexts.
Experience working with ECHO or similar donors is highly desirable.
Proven leadership and management skills, with the ability to lead multidisciplinary teams effectively.
Strong communication skills, both written and verbal, to engage with various stakeholders and partners.
Educational Background: Candidates must have a Master’s degree in a relevant field, which may include public health, international development, or other related disciplines. This educational background is essential to ensure that the Project Team Leader has the necessary theoretical knowledge and practical skills to manage complex projects effectively.
Experience: The position requires candidates to have between 5 to 7 years of relevant experience in project management, particularly within humanitarian or development sectors. This experience should include a strong understanding of the operational and strategic aspects of managing large-scale projects, especially those funded by ECHO or similar donors.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external stakeholders. Knowledge of local languages spoken in Zambia would be considered an asset, as it would facilitate better engagement with the community and enhance project implementation.
