Job Overview:
The National Consultant will play a crucial role in developing and integrating curriculum and learning modules focused on the prevention of Female Genital Mutilation/Cutting (FGM/C) within pre-service health education institutions. This position aims to enhance the knowledge base of future health professionals regarding FGM/C as a harmful practice. The consultant will work closely with UNFPA Indonesia and the Ministry of Health to ensure that health institutions incorporate a regulatory standpoint, gender perspective, and evidence-based medical, social, and psychological consequences of FGM/C into their curricula. The consultant's work will involve conducting a comprehensive desk review, engaging with stakeholders, developing curriculum content, and facilitating the integration of these modules into existing educational frameworks. The ultimate goal is to ensure that health education institutions are equipped to educate future health professionals on the critical issues surrounding FGM/C, thereby contributing to the broader objectives of gender equality and health rights.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including: conducting a desk review and curriculum mapping of existing pre-service health education curricula to identify gaps and opportunities for integrating FGM/C-related content; engaging with relevant ministries, professional associations, and health education institutions to gather inputs on curriculum needs; developing evidence-based curriculum content and learning modules on FGM/C prevention; providing recommendations for integrating these modules into existing pre-service health education curricula; facilitating validation processes with stakeholders to refine the curriculum content; and producing final curriculum materials ready for implementation. The consultant will also be expected to support the organization of technical consultations and incorporate feedback from relevant institutions into the curriculum drafts. The consultancy will be home-based, allowing for flexibility in work arrangements while ensuring regular consultations with UNFPA and the Ministry of Health.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or higher) in public health, gender studies, midwifery, social sciences, education, or other relevant fields. Additionally, candidates should have at least 5 years of professional experience in public health, reproductive health, violence against women and girls, or related fields. Demonstrated experience in curriculum development, training module development, or education design" style="border-bottom: 1px dotted #007bff !important;">program design, particularly within health education institutions, is essential. Candidates should also have proven experience working on issues related to violence against women and girls, gender equality, and harmful practices, specifically FGM/C. Familiarity with Indonesia’s health system and social norms related to harmful practices is highly desirable, along with experience working with government institutions and professional associations.

Educational Background:
An advanced university degree (Master’s degree or higher) in relevant fields such as public health, gender studies, midwifery, social sciences, or education is required for this position. This educational background is critical to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively develop and integrate curriculum content on FGM/C prevention.

Experience:
Candidates should have a minimum of 5 years of professional experience in areas related to public health, reproductive health, or violence against women and girls. This experience should include demonstrated involvement in curriculum development or education program design, particularly within health education institutions. Proven collaboration with institutions responsible for setting midwifery competency standards is also essential, as is experience working on issues related to gender equality and harmful practices, specifically FGM/C.

Languages:
Fluency in both English and Bahasa Indonesia is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, as well as for the development and integration of curriculum content that is culturally and contextually relevant to Indonesia.

The consultancy is expected to last for 55 working days, approximately from the 1st week of May to the 4th week of July 202
  • The work will be home-based, allowing for flexibility in the consultant's schedule. Regular consultations with UNFPA and the Ministry of Health will be facilitated to ensure alignment with strategic objectives. Payments will be made upon successful completion of each deliverable, with specific deadlines for deliverables outlined in the job description.
