Job Overview:
The coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator position is crucial for the effective monitoring, evaluation, accountability, and learning (MEAL) of the RESURGIR project. The role involves diagnosing key actors involved in the project, planning advocacy efforts to strengthen monitoring and evaluation processes, and updating field indicators related to municipal and departmental work. The coordinator will be responsible for establishing and integrating databases to document project activities and ensure compliance with CRS and MAC Foundation indicators. This position requires collaboration with MEAL staff to design visual reports and maintain data collection platforms such as CommCare and Kobo Collect. The coordinator will also ensure data quality, provide technical assistance to partner institutions, and document best practices for accountability and learning. The role demands strong analytical skills, the ability to communicate technical ideas effectively, and a proactive approach to problem-solving.

Duties and Responsibilities:
  • Conduct MEAL diagnostics for key actors involved in the RESURGIR project.
  • Plan advocacy initiatives to enhance monitoring and evaluation processes with stakeholders.
  • Monitor and update field indicators related to project activities.
  • Establish and configure databases to store data documenting project execution.
  • Review data quality and user reports to ensure compliance with MEAL unit requirements.
  • Collaborate with MEAL staff to design secure visual reports for monitoring project actions and indicators.
  • Support the configuration and maintenance of data collection platforms such as CommCare and Kobo Collect.
  • Ensure data backups meet ICT standards set by the agency.
  • Provide technical assistance to institutions working with RESURGIR. 1
  • Document good practices and accountability measures within the project. 1
  • Maintain an inventory of ICT equipment and ensure proper functionality. 1
  • Collaborate with MEAL unit to design and implement MEAL information system applications. 1
  • Promote methodologies that enable project managers to analyze information for decision-making. 1
  • Train users on data access and management systems.

Required Qualifications:
  • Bachelor's degree in Systems Engineering, Programming, or related fields.
  • Desired certifications may include Microsoft Certified Solutions Expert, Cisco Certified Network Associate, Microsoft SharePoint for Foundations, ITIL Foundation, and Kobo Collect certification.
  • Proven experience in database design and use of data collection platforms such as CommCare and Kobo Collect.
  • Extensive experience in data visualization and advisory roles, preferably with Microsoft Power BI.
  • Minimum of five years of relevant work experience in similar positions.
  • Demonstrated ability to introduce and implement relevant technology and data management tools.
  • Proficiency in managing software, hardware, and network/server platforms.

Educational Background:
A bachelor's degree in Systems Engineering, Programming, or a related field is required. Additional certifications in relevant technologies and methodologies are highly desirable, including but not limited to Microsoft Certified Solutions Expert, Cisco Certified Network Associate, and ITIL Foundation.

Experience:
A minimum of five years of professional experience in a role with similar responsibilities is required. The candidate should have extensive experience in database design, data collection platforms, and providing data visualization and advisory services.

Languages:
Intermediate English is preferred but not mandatory. Proficiency in Spanish is essential for effective communication within the project.
