Job Overview: The Consortium Health, Nutrition, MHPSS and WaSHProgramme Manager will work under the supervision of the Deputy CountryDirector for Programmes. This role is crucial for overseeing the management of the integrated programme that encompasses health, nutrition, mental health and psychosocial support (MHPSS), and water, sanitation, and hygiene (WaSH). The manager will be responsible for the effective management of the Consortium Management Unit (CMU), ensuring that all partners collaborate effectively and that the programme is developed and implemented with high quality. The position requires strategic oversight of programme development, management of grants and partnerships, and ensuring that the programme meets its objectives and quality standards. The manager will also be responsible for programme reporting and communication, as well as representing the Consortium externally. This role involves managing two staff members: the Consortium MEAL Manager and the Consortium Finance Manager, making leadership and team management skills essential.
Duties and Responsibilities:
Manage the Consortium Management Unit, ensuring effective coordination and collaboration among all partners involved in the programme.
Oversee strategic programme development, ensuring alignment with the organization's mission and objectives.
Manage the Consortium and Partnership, fostering strong relationships with stakeholders and ensuring effective communication.
Ensure programme quality oversight, implementing monitoring and evaluation processes to assess programme effectiveness.
Manage programme reporting, ensuring timely and accurate reporting to stakeholders and donors.
Facilitate programme communication, both internally and externally, to promote transparency and accountability.
Represent the Consortium in external meetings and forums, advocating for the programme and its objectives.
Supervise and support the Consortium MEAL Manager and the Consortium Finance Manager, providing guidance and leadership.
Required Qualifications: Candidates must hold a Master's degree in social sciences, international development, or a related field. An additional degree in Public Health or a related field is considered an asset. Applicants should have a strong understanding of humanitarian principles and practices, as well as experience in managing complex programmes in challenging environments. Strong leadership and communication skills are essential, along with the ability to work collaboratively with diverse teams and stakeholders.
Educational Background: A Master's degree in social sciences, international development, or a related field is required for this position. Candidates with additional qualifications in Public Health or related fields will have an advantage. The educational background should reflect a strong foundation in the principles of humanitarian work and programme management.
Experience: The position requires at least 5 years of professional experience in international solidarity, with a minimum of 3 years specifically in the management of consortium-based humanitarian programmes. Experience working in the Middle East is essential, particularly in health, nutrition, MHPSS, and WaSH integrated programmes. Candidates should also have experience working in fluid and dynamic environments, demonstrating adaptability and resilience in challenging situations.
Languages: Fluency in English, both written and spoken, is mandatory for this position. Proficiency in additional languages relevant to the region or the organization's operations would be considered a valuable asset, enhancing communication with local partners and stakeholders.
Additional Notes: This position is offered as a fixed-term contract under French legislation for a duration of 10 months. The monthly gross salary ranges from 2597 to 2968 euros, depending on experience, and includes a 13th-month salary. Non-French citizens will have their pension insurance reimbursed at a rate of 16% of the gross monthly salary. Employees can expect an annual salary increase of 6% after each 12 months of continuous contract. Additional benefits include a monthly per diem and living allowance of $730 net, a country allowance of 450 euros, and a child allowance of 1500 euros per year for each child present in the country of origin (up to a maximum of 6000 euros per year). Transportation and accommodation costs will be covered, and medical coverage includes 100% coverage of health and repatriation insurance fees for employees and their dependents. Employees are entitled to 25 days of paid leave per year, 20 rest and recuperation (RnR) days, and airfare reimbursement for RnR travel. The role may involve field trips to various locations in Yemen, including Hodeidah, Lahj, Abyan, Hajjah, and Rayma.
