The position is located within the Innovation & Analytics Hub (IAH) of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The OHCHR is dedicated to promoting and protecting human rights globally, ensuring that all individuals can enjoy their rights and freedoms. The IAH plays a crucial role in leading the organization's Digital Transformation Strategy, focusing on areas such as Data & Analytics, Human Rights Statistics, and Applied Innovative Technology. The OHCHR operates in numerous countries, working with various stakeholders to uphold human rights standards and address violations.

Job Overview:
The Information Management Officer will be responsible for contributing to the formulation of organization-wide data and information policies, procedures, standards, and guidelines that affect the development and maintenance of the organization's information management tools and platforms. This role involves conducting policy-oriented research and drafting on the applicability of information technology to support various use-cases, utilizing data from both internal and external sources to inform policies and optimize value addition. The officer will assess and make recommendations regarding the use of information systems, ensuring that the organization’s requirements are met through reliable and up-to-date research and specifications. The position requires a proactive approach to monitoring project progress, ensuring compliance with information management standards, and preparing written outputs such as reports and presentations. Additionally, the officer will evaluate and pilot emerging technologies, develop strategies for leveraging new technologies to enhance business processes, and ensure the optimization of information asset procedures. Duties and Responsibilities:
The Information Management Officer will have a comprehensive set of responsibilities, including:
  • Contributing to the formulation of organization-wide data and information policies, procedures, standards, and guidelines.
  • Conducting policy-oriented research and drafting on the applicability of information technology.
  • Assessing and making recommendations on information systems and providing reliable research for technology applications.
  • Providing advisory services on complex systems business analysis and optimization of data architectures.
  • Monitoring project progress and ensuring compliance with information management standards.
  • Evaluating and piloting emerging technologies and developing strategies for their implementation.
  • Ensuring access to data and advising users on information management tools.
  • Developing and implementing policies for improved information exchange within OHCHR and the UN system.
  • Managing information security and enhancing the quality of information products. 1
  • Carrying out managerial responsibilities related to compliance, program planning, budgeting, and human resources. 1
  • Developing client outreach strategies and coordinating their implementation. 1
  • Participating in training planning and organizing for staff. 1
  • Evaluating vendor performance and certifying invoices. 1
  • Guiding and supervising staff in records information management functions. 1
  • Collecting and analyzing data to provide insights through visualization methods. 1
  • Performing other duties as assigned.

Required Qualifications:
Candidates must possess a strong background in information management, data analysis, and information systems. A minimum of seven years of progressively responsible experience in these areas is required, along with at least two years of experience in developing data analytics and products for senior executives in humanitarian contexts. Experience leading digital transformation initiatives and conducting business analysis is essential. Candidates should also have experience in designing and implementing digital solutions leveraging AI and other technologies, which is desirable. The role demands a high level of professionalism, analytical skills, and the ability to work under pressure while maintaining a client-oriented approach.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in information science, information systems, social science, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
The position requires a minimum of seven years of progressively responsible experience in information management, data analysis, or related fields. Candidates should have at least two years of experience in developing data analytics and products for senior executives in humanitarian contexts, including crisis monitoring and situational awareness. Experience in leading complex digital transformation initiatives and conducting business analysis is also required, while experience in designing and implementing digital solutions leveraging AI and other technologies is desirable.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required at UN Level III, which includes reading, writing, listening, and speaking. Knowledge of French is also beneficial but not mandatory.
