Job Overview: The Finance Analyst NPSA 8 position is crucial for the effective financial management of the UNDP Pacific Multi-Country Office (MCO) in Fiji, which serves ten Pacific Island countries. The Finance Analyst will work under the overall guidance of the Operations Manager in the Federated States of Micronesia (FSM) and will be directly managed by the NOA Finance Analyst in Fiji. This role involves ensuring the highest efficiency in financial resource management, providing accurate and well-researched financial information, and delivering financial services transparently. The Finance Analyst will collaborate closely with the operations and programme teams in the FSM, as well as with the operations team in Fiji, to ensure successful financial performance. The position requires a proactive approach to analyzing financial rules and regulations, addressing complex financial issues, and promoting a client-oriented approach consistent with UNDP policies. The Finance Analyst will also be expected to work across various units and functions, enhancing collaboration and achieving strategic goals.
Duties and Responsibilities: The Finance Analyst will have a comprehensive set of responsibilities, including:
Financial Management and Operational Support: Ensuring compliance with UNDP Programme and Operations Policies and Procedures (POPP), supporting audit closure, implementing internal controls, and managing financial resources effectively.
Budget Management and Cost Recovery: Managing financial resources through planning, monitoring, and controlling budgets, preparing budget revisions, and ensuring timely reporting of financial status.
Knowledge Sharing and Management: Identifying training needs for UNDP staff, organizing training sessions, and contributing to knowledge networks.
Proper Control of FSM Office’s Accounts: Ensuring accurate tracking and auditing of financial resources, maintaining compliance with IPSAS, and responding to HQ requests regarding financial data.
General Administrative Support: Facilitating events and conference management for the UNDP North Pacific, providing administrative support as needed. The incumbent will also perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess a professional accounting qualification from an internationally accredited institute of accountancy, and/or an Advanced (Master’s) University Degree in Finance and/or Accounting. Alternatively, a first-level university degree (bachelor’s degree) in the relevant fields, combined with two years of qualifying experience, will be considered. Candidates with professional accounting qualifications will have a distinct advantage. Those without such qualifications but with degrees in accountancy or finance must complete the Finance Training and Certification Programme (FTCP) if recruited. Candidates with an MBA or master's in finance without accountancy qualifications must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.

Experience in the use of office software packages and web-based management systems such as ERP financials is essential, along with knowledge of IPSAS and/or IFRS for external candidates.
Languages: Fluency in English is mandatory, along with proficiency in Itaukei and/or Fiji Hindi. Knowledge of another UN language is considered desirable, enhancing the candidate's profile for the position.
