Job Overview: The Programme Coordinator will be responsible for coordinating the portfolio related to women, peace and security, humanitarian action, and women's leadership. This role involves overseeing relationships with national partners, monitoring and reporting, as well as managing finances and personnel within the portfolio. The position requires a strong thematic leadership role, advising the office management on issues related to the rule of law, women's access to justice, and the prevention of violent extremism. The coordinator will design and develop program strategies, formulate project proposals aligned with national priorities, and ensure the implementation of the annual work plan for the program. The role is crucial in supporting women's full participation in building an inclusive Mali characterized by participatory governance, especially in the context of the country's complex political transition following the coups in 2020 and 2021.
Duties and Responsibilities:
Design and develop program strategies in the area of Peace, Security, Humanitarian Action, and Women's Leadership.
Manage the implementation and management of the program, ensuring quality interventions and creating synergies with other program teams.
Oversee the monitoring and reporting of projects within the portfolio, ensuring consistency and effectiveness of interventions.
Manage financial resources and supervise personnel, including project leaders and program assistants.
Build partnerships and support resource mobilization strategies, identifying potential areas for cooperation and developing relevant partnerships.
Facilitate knowledge management and visibility of the program, ensuring compliance with UN Women guidelines and promoting the program's results through advocacy campaigns and knowledge-sharing events.
Required Qualifications: A Master's degree or equivalent in social sciences, human rights, gender studies, international development, or a related field is required. A bachelor's degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. Certification in project/program management (such as PMP, PRINCE2, or MSP) would be an advantage. Candidates must demonstrate strong competencies in program formulation, implementation, monitoring, and evaluation, as well as budget and finance management. Knowledge of results-based management is essential, along with the ability to synthesize performance data and produce analytical reports for strategic decision-making.
Educational Background: Candidates must possess a Master's degree or equivalent in relevant fields such as social sciences, human rights, gender studies, or international development. A bachelor's degree with additional qualifying experience may be considered. Certification in project management is a plus, enhancing the candidate's qualifications for the role.
Experience: At least 5 years of progressively responsible experience at the national or international level in managing complex program interventions with multiple components and national partners, preferably related to Peace, Security, Humanitarian Action, and Women's Leadership. Experience in coordinating, implementing, monitoring, and evaluating development programs and projects is essential. Candidates should have a solid understanding of the context and key actors in the field, with proven expertise in gender-sensitive approaches to preventing violent extremism and resource mobilization. Previous experience within the UN system is an asset.
Languages: Fluency in French and English is required. Proficiency in Bambara or another local language is mandatory, and knowledge of an additional local language will be considered an asset. Familiarity with another UN official language (Arabic, Chinese, Russian, or Spanish) is desirable.

The role requires strong leadership and management skills, with a focus on gender sensitivity and accountability.
