Job Overview: The primary role of the Victim Services Caseworker is to provide comprehensive, victim-centered case management services for victims of crime, including human trafficking. This position is crucial in ensuring that victims receive the support they need to navigate the complexities of their situations. The Caseworker is responsible for conducting eligibility screenings, developing individualized service plans, and educating clients about available resources and their legal rights. Additionally, the Caseworker addresses barriers to service access, ensuring that clients can effectively utilize the support systems in place. This role also encompasses programmatic and administrative functions, including documentation, case file management, and data tracking, all of which must align with donor and program requirements. The Caseworker will work closely with clients to provide crisis intervention and trauma-informed support, ensuring that their needs are met in a timely and compassionate manner.
Duties and Responsibilities: The duties and responsibilities of the Victim Services Caseworker include, but are not limited to:
Core Service Delivery: Providing comprehensive case management services, assisting clients in accessing community resources, making referrals to legal providers, and supporting the implementation of service plans. Conducting eligibility screenings and completing enrollment paperwork for all program participants. Assessing and evaluating client needs to develop individualized service plans, including safety planning and self-sufficiency tracking. Providing crisis intervention and trauma-informed support to victims and their families, including emotional support, education on victim rights, and assistance navigating the criminal justice process. Assisting clients with compensation applications and interventions with landlords, employers, and other stakeholders as needed. Ensuring that client needs are addressed in a timely, client-centered manner.
Documentation, Data & Compliance: Maintaining accurate and timely case notes and client records in accordance with program and donor requirements. Tracking program activities, compiling data, and supporting reporting requirements. Managing case files and ensuring proper documentation of services provided. Supporting compliance with all IRC policies, procedures, and donor regulations.
Outreach & Partnerships: Building and maintaining relationships with local, state, and federal stakeholders, including law enforcement and service providers. Conducting outreach to identify and support victims of crime and human trafficking across Arizona. Supporting the development and implementation of outreach and training activities to meet program goals. Strengthening collaboration with community partners, coalitions, and service networks.
Team & Program Engagement: Participating fully in program meetings, trainings, and staff development activities. Supporting overall program implementation and contributing to team-based service delivery. Training and supporting interns and volunteers as needed.
Other: Developing and maintaining knowledge of the Trafficking Victims Protection Act (TVPA) and related policies. Completing required trainings, including OVC’s Understanding Human Trafficking Training. Using personal, insured vehicle or public transportation to travel within the service area as needed. Adhering to IRC policies, the IRC Way, and Child Safeguarding standards. Performing other related duties as assigned.
Required Qualifications: The required qualifications for the Victim Services Caseworker position include a Bachelor’s degree in Human Services or a related field, which is strongly preferred; however, equivalent experience may substitute for formal education. Candidates should possess at least 2 years of related work experience, with a minimum of 1 year working directly with victims of crime or other vulnerable populations. Experience in case management and/or victim assistance is preferred. Candidates must demonstrate excellent written and spoken English skills, strong organizational skills, and attention to detail. Excellent writing and analytical skills are essential, along with public speaking and/or presentation experience. The ability to effectively communicate and work as a team member with collaborative partners, the community, and clients in a cross-cultural, multi-disciplinary environment is crucial. Computer literacy and database experience are preferred, as is the ability to work independently while being a flexible team player.
Educational Background: The educational background needed for the Victim Services Caseworker position includes a Bachelor’s degree in Human Services or a related field. While a degree is strongly preferred, candidates with equivalent experience in relevant fields may also be considered. This educational foundation is essential for understanding the complexities of victim services and the legal frameworks surrounding them, as well as for developing the necessary skills to provide effective case management and support to clients.
Experience: Candidates for the Victim Services Caseworker position should have a minimum of 2 years of related work experience, with at least 1 year of direct experience working with victims of crime or other vulnerable populations. This experience is critical for understanding the unique challenges faced by victims and for effectively providing the necessary support and resources. Experience in case management and victim assistance is highly preferred, as it equips candidates with the skills needed to navigate the complexities of the services provided.
Languages: Fluency in written and spoken English is mandatory for this position. Additionally, bilingual ability is preferred in languages such as Dari, Spanish, Swahili, Kinyarwanda, Arabic, French, or other refugee/immigrant languages commonly used in Arizona. Strong communication skills, both written and verbal, are essential for effectively engaging with clients and community partners, as well as for providing the necessary support to victims of crime.
Additional Notes: The working environment for the Victim Services Caseworker includes a combination of standard office settings, remote work, and field time within the service delivery area to perform the outlined responsibilities. Occasional evening or weekend work may be required to meet the needs of clients. Candidates must be able to lift 35–50 pounds, which may include furniture, household supplies, and food boxes. The compensation for this position ranges from $22.23 to $22.59 per hour, with the posted pay ranges applying to US-based candidates.
