Job Overview: The position involves designing and implementing a comprehensive five-day training program aimed at enhancing the communication skills of senior Tunisian diplomats. The training will focus on modern diplomatic communication techniques, strategic communication, crisis management, and media relations. The consultant will be responsible for leading the training sessions, providing high-level technical leadership, and ensuring that the training aligns with Tunisia's diplomatic priorities. The goal is to equip diplomats with the necessary skills to effectively represent Tunisia on the international stage and manage communication in various contexts, including crises and media interactions.
Duties and Responsibilities: The consultant will be tasked with developing training materials, conducting five in-person training sessions, and producing a final report with strategic recommendations. Specific duties include integrating participatory methodologies into the training, leading pre- and post-training evaluations, and ensuring that the training content is relevant to the needs of the Ministry of Foreign Affairs. The consultant will also be responsible for tailoring the training modules based on their expertise and the specific context of Tunisian diplomacy. Additionally, the consultant will facilitate practical simulations and role-playing exercises to enhance learning outcomes.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in International Relations, Law, Political Science, Communication, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. An academic specialization or certification in strategic communication, diplomacy, or negotiation is advantageous. Candidates should have a minimum of 7 years of progressively responsible experience in diplomacy, strategic communication, and crisis management, with a proven track record in capacity-building and knowledge transfer. Familiarity with AI applications in diplomacy and knowledge of the North African context, particularly Tunisia, is also beneficial.
Educational Background: A Master’s degree or equivalent in relevant fields such as International Relations, Law, Political Science, or Communication is required. A first-level university degree may be accepted with additional qualifying experience. Specialization or certification in strategic communication or related areas is preferred.
Experience: A minimum of 7 years of relevant experience in diplomacy, strategic communication, and crisis management is required. Experience working with international organizations or national authorities in diplomatic communication is essential. Previous consulting or training facilitation experience is also necessary, along with familiarity with new technologies and their implications for diplomatic communication.
Languages: Fluency in Arabic and French is required for this position. Knowledge of any other UN official language is considered an asset, enhancing the candidate's profile for the role.
Additional Notes: This consultancy is home-based but requires travel to Tunis, Tunisia for the training sessions. The training will be conducted over five days, with each session lasting five hours. The consultant will be expected to deliver high-quality results under tight deadlines and will need to coordinate various priorities and activities.
