Job Overview:
The Human Resources Officer position is a critical role within the Human Resources Section of the Mission's Administration Unit. The successful candidate will be responsible for overseeing payroll administration and ensuring compliance with organizational policies and financial regulations. This role requires a meticulous approach to reviewing payroll processes, verifying payroll elements, and preparing reports. The incumbent will also advise on personnel arrangements and staffing modalities, ensuring alignment with the Common Regulatory Management System (CRMS). The position demands strong analytical skills, as the officer will perform HR data analytics and collaborate with the Department of Human Resources Data Analytics Team to implement new reporting tools. Additionally, the officer will serve as the primary focal point for technical matters related to HR modules in the IRMA/Oracle system, providing guidance and training to staff. The role may also require acting as the National Human Resources Officer when necessary, making it essential for the candidate to possess strong leadership and communication skills.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Officer include:
  • Reviewing payroll administration and overseeing the Mission’s payroll processes to ensure accuracy and compliance.
  • Verifying and processing recurring and non-recurring payroll elements and coordinating Labour Distribution data entries.
  • Performing quality checks on payroll reports and identifying inconsistencies, advising on corrective actions.
  • Preparing and analyzing payroll-related reports and supporting documentation.
  • Advising on personnel arrangements and staffing modalities in line with the regulatory framework.
  • Supporting the preparation of the Mission's annual unified budget proposals.
  • Administering contracts and staff entitlements, including contract issuance and amendments.
  • Performing HR data analytics and reporting, collaborating with the HR Data Analytics Team.
  • Acting as the IRMA/Oracle Functional Super User, providing guidance and training on system use. 1
  • Participating in User Acceptance Testing for system updates and changes affecting HR processes. 1
  • Acting as the Acting National Human Resources Officer when needed.

Required Qualifications:
The required qualifications for the Human Resources Officer position include:
  • Citizenship of or permanent residence in the Republic of Serbia.
  • Completion of secondary education, supplemented by formal training in human resources or general administration.
  • A minimum of six years of working experience in human resources, with at least two years in an international or multinational environment.
  • Established experience in HR administration, contracting, or payroll.
  • Proficient use of Microsoft Office applications and digital literacy.
  • Experience with ERP software is an asset.
  • Excellent written and oral communication skills in English and Serbian.
  • Knowledge of OSCE or similar administrative frameworks is an asset.
  • Demonstrated gender awareness and sensitivity, with the ability to integrate a gender perspective into tasks. 1
  • Ability to work with diverse nationalities and maintain impartiality.

Educational Background:
The educational background required for the Human Resources Officer position includes a high school diploma or equivalent (GED). Additional formal training in human resources or general administration is preferred, as it provides the foundational knowledge necessary for effective performance in this role.

Experience:
Candidates must have a minimum of six years of working experience in human resources, with at least two years in an international or multinational environment. This experience should encompass various aspects of HR administration, including payroll processing, contracting, and compliance with regulatory frameworks. The ability to conduct research and collect information from diverse sources is also essential, as is experience with HR data analytics and reporting.

Languages:
The mandatory language requirements for this position include excellent written and oral communication skills in both English and Serbian. Proficiency in these languages is crucial for effective communication within the organization and with external stakeholders. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The position offers a one-year fixed-term Letter of Appointment, subject to a six-month probationary period and renewable annually based on performance and organizational needs. The monthly remuneration is approximately EUR 2,245.92, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
