Job Overview:
The HR Manager plays a crucial role in overseeing and implementing human resource activities within the IRC, providing a comprehensive range of services that span from tactical to strategic levels. This position is integral to the Leadership Team for the Georgia and Florida offices, contributing to the strategic direction and operational problem-solving through their professional expertise. The HR Manager is responsible for collaborating with the Regional HR Partner and Labor Relations Team to ensure compliance with organizational policies, procedures, and applicable collective bargaining agreements. Additionally, the HR Manager leads efforts to maintain compliance with local labor laws while providing remote support to staff in IRC’s offices in Miami and Tallahassee. The role requires a proactive approach to managing employee relations, talent acquisition, and employee experience, ensuring that the IRC's values are upheld throughout the organization.

Duties and Responsibilities:
The HR Manager's duties include but are not limited to:
  • Supporting and driving progress on key HR initiatives across various people management topics, ensuring alignment with the IRC Way and its core values.
  • Serving as a reliable source of HR policies and practices, responding to employee and supervisor inquiries while ensuring compliance with labor laws.
  • Facilitating the resolution of escalated employee welfare issues related to benefits, payroll, HRIS, and general inquiries.
  • Leading the intake and resolution of sensitive employee relations matters and conducting workplace investigations as necessary.
  • Implementing the collective bargaining agreement and maintaining constructive relationships with union representatives.
  • Leading initiatives to strengthen organizational culture and drive employee engagement.
  • Overseeing the onboarding process for new hires and ensuring compliance with IRC standards.
  • Participating in talent management activities and developing local talent-development strategies.
  • Monitoring employee exits to ensure compliance with IRC standards. 1
  • Managing electronic personnel records and preparing documentation for HR transactions in Workday. 1
  • Conducting background checks for staff and independent contractors. 1
  • Performing other duties as assigned, which may include occasional weekend or evening work and travel to IRC offices in Miami and Tallahassee.

Required Qualifications:
Candidates must possess a Bachelor's degree in Human Resources, Business Administration, or a related field, with a Master's degree in Human Resources Management considered a plus. A minimum of five years of progressively responsible experience in Human Resources is required, along with PHR or SHRM-CP certification preferred. Candidates should have a strong working knowledge of at least one HR discipline, such as employee relations, compensation and benefits, performance management, or labor relations. Experience leading workplace investigations and resolving employee relations matters is strongly required, as is prior experience in a unionized environment. Familiarity with large, matrixed organizations is advantageous. Candidates should demonstrate foundational knowledge of HR concepts, including federal and state employment laws, and possess excellent written and verbal communication skills.

Educational Background:
The educational background required for this position includes a Bachelor's degree in Human Resources, Business Administration, or a related field. A Master's degree in Human Resources Management is preferred but not mandatory. Equivalent experience in the field may also be considered in lieu of formal education.

Experience:
The HR Manager position requires a minimum of five years of progressively responsible experience in Human Resources. Candidates should have demonstrated experience in various HR functions, particularly in employee relations and labor relations. Experience in a unionized environment is strongly preferred, and prior experience leading workplace investigations is essential. Familiarity with large organizations and matrixed environments is a plus, as is experience in multicultural settings.

Languages:
