Job Overview:
The Energy Transition Expert will play a pivotal role in supporting Moldova's Ministry of Energy as it undertakes significant reforms in the energy sector. This position is crucial for modernizing the country's energy systems, which involves strengthening policies, regulatory frameworks, and practical implementations in various areas such as electrification, energy efficiency, smart grids, heat pumps, digitalization, and green mobility. The expert will be responsible for providing specialized advice and technical guidance to ensure that the Ministry's initiatives are effective and aligned with European energy standards. The role requires a proactive approach to building the Ministry's technical capacity and ensuring that all planned measures are not only effective but also sustainable in the long term.

Duties and Responsibilities:
The selected candidate will be expected to perform a variety of duties, including but not limited to: providing technical guidance on large-scale electrification and heat pump deployment, advising on green mobility and electric vehicle (EV) charging infrastructure, and addressing regulatory frameworks and grid capacity challenges. The expert will also support the development and optimization of the Green Homes (Casa Verde) residential energy-efficiency program, which includes creating targeting tools and financing mechanisms. Additionally, the role involves contributing to smart grid and digitalization strategies, focusing on grid modernization priorities, smart metering rollout, and data management frameworks. The expert will be tasked with producing policy notes, assessments, and recommendations, as well as participating in technical meetings, workshops, and legislative or design" style="border-bottom: 1px dotted #007bff !important;">program design processes.

Required Qualifications:
Candidates should possess an advanced university degree (Master’s or higher) in energy engineering, energy economics, electrical engineering, public policy, or a related field. Furthermore, a minimum of 10 years of professional experience in energy policy, electrification, energy efficiency, or power-system modernization is required. The ideal candidate will have demonstrated expertise in heat pump deployment, smart grids, building electrification, or EV infrastructure. Experience in designing financing mechanisms or incentive schemes for energy efficiency or renewable energy is also essential. Familiarity with EU energy-sector legislation, including the Energy Performance of Buildings Directive (EPBD) and electricity market rules, is highly desirable.

Educational Background:
The educational background required for this position includes an advanced university degree, specifically a Master’s degree or higher, in fields related to energy such as energy engineering, energy economics, electrical engineering, public policy, or other relevant disciplines. This advanced education is crucial for understanding the complexities of energy systems and policies, which are integral to the role of Energy Transition Expert.

Experience:
The position requires a significant level of experience, specifically a minimum of 10 years in relevant fields such as energy policy, electrification, energy efficiency, or power-system modernization. Candidates should have a proven track record of working on projects related to heat pump deployment, smart grids, and EV infrastructure. Experience in designing financing mechanisms or incentive schemes for energy efficiency or renewable energy is also necessary, along with a background in collaborating with public authorities, regulators, or ministries within the EU or Energy Community context.

Languages:
The mandatory language requirement for this position is excellent written and spoken English. Additionally, proficiency in Romanian or Russian is considered an asset, as it may facilitate communication and collaboration within the local context and with stakeholders in Moldova.
