Job Overview:
The Operations Assistant position is a vital role within the Bangladesh Resident Mission (BRM) of the South Asia Department (SARD) at ADB. The successful candidate will be based in Dhaka, Bangladesh, and will report to designated international staff and/or officers. The primary function of the Operations Assistant is to provide comprehensive operational support, which includes managing records, preparing correspondence and reports, and assisting ADB missions with various administrative tasks. This role also involves supporting technical training and institutional capacity-building programs at the Capacity Development and Resources Center (CDRC) at BRM. The Operations Assistant will be responsible for ensuring that all correspondence and documents are accurately prepared and submitted in compliance with ADB standards, while also maintaining proper filing and internal circulation. Additionally, the role requires coordination of supervisors' schedules, arranging appointments, meetings, travel, and accommodation in accordance with ADB procedures. The Operations Assistant will play a key role in organizing knowledge-sharing platforms and providing logistical support for workshops, seminars, and learning events, thereby contributing to the overall mission of ADB in fostering prosperity in Asia.

Duties and Responsibilities:
The Operations Assistant will have a diverse set of responsibilities, including but not limited to:
  • Ensuring the accurate preparation, formatting, and submission of correspondence and documents for supervisors, in compliance with ADB standards, while maintaining proper filing and internal circulation.
  • Coordinating supervisors' schedules by managing their diaries and arranging appointments, meetings, travel, and accommodation according to ADB procedures.
  • Arranging meetings and appointments with the Government of Bangladesh, Economic Relations Division (ERD), executing agencies, donors, national training institutes, and other stakeholders, including organizing seminars, workshops, and press conferences.
  • Assisting in the preparation of briefing papers for senior management and presentation materials for senior officials' meetings.
  • Supporting the design, planning, and implementation of CDRC training programs, knowledge events, and institutional capacity-building programs aligned with CDRC priorities.
  • Helping prepare technical assistance (TA) implementation documents, including concept notes, activity designs, back-to-office reports (BTORs), aide-memoires, monitoring and progress reports, and knowledge products.
  • Monitoring TA activities, maintaining output-tracking tools, and preparing analytical summaries on training performance, participation, and institutional outcomes.
  • Assisting in cross-government capacity-building programs, including sector-focused competency development, public sector management training, project readiness programs, and performance-based learning initiatives.
  • Organizing knowledge-sharing platforms such as communities of practice, learning forums, brown-bag sessions, and government-ADB learning exchanges. 1
  • Providing end-to-end logistical and administrative support for workshops, seminars, missions, and learning events. 1
  • Supporting consultant recruitment processes, including preparation of documentation, onboarding, and mobilization. 1
  • Maintaining CDRC databases, digital archives, and capacity development dashboards. 1
  • Performing other responsibilities as reflected in the work plan or as assigned by supervisors, including filling in for other operations assistants when unavailable.

Required Qualifications:
To be considered for the Operations Assistant position, candidates must possess the following qualifications:
  • A Bachelor's degree in a relevant field.
  • A minimum of 5 years of relevant professional experience, preferably in an international organization.
  • Demonstrated experience in supporting training programs, institutional strengthening programs, or large-scale learning events.
  • Strong coordination skills with experience working with government agencies, training institutes, and development partners.
  • Proficiency in commonly used application software, including Microsoft Copilot for document preparation, spreadsheets, graphics, presentation applications, and search engines.
  • Good knowledge of processing and project administration activities.
  • Excellent written and verbal communication skills in English are required, as this is essential for effective interaction within the organization and with external stakeholders.

Educational Background:
Candidates applying for the Operations Assistant position must have a Bachelor's degree in a relevant field. This educational background is crucial as it provides the foundational knowledge and skills necessary for the various responsibilities associated with the role, including operational support, project administration, and coordination of training programs.

Experience:
The position requires at least 5 years of relevant professional experience, ideally within an international organization. Additional Notes:
This appointment is open to both internal and external applicants and is classified as a local staff position, meaning it is only available to nationals and permanent residents of Bangladesh. The position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years, based on various factors including the need for the specific skills and experience of the staff member, funding availability, and performance. It is important to note that this appointment is not convertible to a regular appointment, and there is no limit to the number of renewals up to the NRD.
