Job Overview: The M&E Officer will be a member of the Strategic Information team at FHI 360 Senegal and will work closely with the Senior Advisor in monitoring and evaluation. Under direct supervision, the officer will support the implementation of program activities and contribute effectively to the establishment of a data collection, compilation, analysis, and transmission system. The officer will ensure the availability of project reports and strengthen the capacity of implementing partners in monitoring and evaluation. This role is crucial for ensuring that the monitoring and evaluation systems are robust and that data is accurately collected and reported in a timely manner, which is essential for informed decision-making and program improvement.
Duties and Responsibilities: The M&E Officer will have specific responsibilities including: contributing to the implementation and sustainability of a monitoring and evaluation system that ensures implementing partners (PMOs) and clinics submit timely and high-quality monitoring reports; conducting direct data verification to ensure internal consistency and validity of program activity monitoring data provided by all PMOs and clinics through periodic data checks and data audit visits; supporting the implementation of best data management practices within PMOs and clinics to ensure adequate measurement of performance progress; ensuring correct and systematic completion of national tools for monitoring health service delivery to beneficiaries by PMOs and clinics; ensuring data entry by PMOs into national databases (DHIS2 E-Tracker), FHI 360 project databases, and donor databases; supporting quarterly data entry for FHI 360 projects; contributing to the timely preparation and submission of all required project reports and documents according to agreed timelines with donors and programs; facilitating the interpretation and utilization of monitoring and evaluation data to inform decision-making; analyzing data from clinics and PMOs and conducting performance review meetings with joint development of improvement plans with PMOs and clinics; contributing to capacity-building activities in monitoring, evaluation, and reporting for PMOs and clinics; and executing any other tasks assigned by the Senior Regional Advisor in Strategic Information for West Africa and the direct supervisor to support project management, supervision, monitoring, and evaluation of the EpiC project implementation.
Required Qualifications: Candidates must hold a BAC + 4 degree in Public Health, Demography, Sociology, Epidemiology, Biostatistics, Psychology, or a related field. A minimum of 2 years of experience in monitoring, evaluation, and research related to public health programs, including experience in implementing HIV prevention programs, is required. Proven experience in setting HIV/AIDS program objectives and reporting is essential. Candidates should possess excellent writing and verbal communication skills, strong interpersonal skills, and presentation abilities. Experience in synthesizing information and producing related reports is necessary. Proven experience in using E-tracker for individualized client monitoring is required, along with experience in developing project indicators in the health sector. Proficiency in Microsoft software (Excel, Word) and monitoring and evaluation/statistical software is expected. Familiarity with DHIS2 and its E-tracker module is essential, as well as proven experience and knowledge in data analysis and developing monitoring and evaluation systems in developing countries. Candidates must have strong language skills in French and minimal proficiency in English.
Educational Background: The educational background required for this position includes a minimum of a BAC + 4 degree in relevant fields such as Public Health, Demography, Sociology, Epidemiology, Biostatistics, Psychology, or any other related discipline. This educational foundation is critical for understanding the complexities of health programs and the methodologies used in monitoring and evaluation.
Experience: The position requires at least 2 years of relevant experience in monitoring, evaluation, and research related to public health programs. This experience should include practical involvement in the implementation of HIV prevention programs and the ability to set objectives and produce reports related to these programs. Candidates should demonstrate a solid understanding of monitoring and evaluation practices and have a track record of working effectively in similar roles.
Languages: Fluency in French is mandatory, with minimal proficiency in English considered an asset. Strong communication skills in both languages will facilitate effective collaboration with diverse stakeholders and enhance the quality of reporting and documentation.
Additional Notes: This position is a fixed-term contract (CDD) and may require 30-40% domestic travel.
