Job Overview:
The position of International Consultant for policy review, gap analysis, and training involves conducting a comprehensive multi-sectoral policy review and gap analysis. The consultant will be responsible for developing policy briefs and training decision-makers on the implementation of these policies. This role is crucial for ensuring that policies are effectively designed and executed to meet the needs of various sectors. The consultant will work closely with stakeholders to identify gaps in existing policies and provide recommendations for improvement. The assignment is expected to last for 45 days, from March to July 2026, during which the consultant will engage in various activities aimed at enhancing policy frameworks and capacity building.

Duties and Responsibilities:
The duties and responsibilities of the International Consultant include:
  • Conducting a thorough review of existing policies across multiple sectors to identify gaps and areas for improvement.
  • Analyzing data and information related to policy implementation and outcomes.
  • Developing comprehensive policy briefs that summarize findings and provide actionable recommendations.
  • Designing and delivering training sessions for decision-makers to enhance their understanding of policy implementation processes.
  • Collaborating with UNDP and other stakeholders to ensure alignment with national development goals.
  • Preparing reports and presentations to communicate findings and recommendations effectively.
  • Engaging with local communities and stakeholders to gather insights and feedback on policy effectiveness.
  • Providing ongoing support and guidance throughout the implementation phase of the policies.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • Advanced degree in public policy, international relations, social sciences, or a related field.
  • Proven experience in policy analysis, development, and implementation, particularly in a multi-sectoral context.
  • Strong analytical skills with the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication and presentation skills, with experience in training and capacity building.
  • Familiarity with the socio-economic and political context of Cambodia is highly desirable.
  • Ability to work collaboratively with diverse stakeholders and facilitate discussions.

Educational Background:
Candidates must have an advanced degree (Master's or PhD) in public policy, international relations, social sciences, or a related field. This educational background is essential for understanding the complexities of policy development and implementation in a multi-sectoral environment.

Experience:
Candidates should have a minimum of 5 years of relevant experience in policy analysis, development, and implementation. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly advantageous. Familiarity with the Cambodian context and previous work in Southeast Asia will be considered a strong asset.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of Khmer or other local languages is considered a plus, as it may facilitate better engagement with local stakeholders and communities.
