Job Overview: The Humanitarian Mine Action (HMA) Officer plays a critical role in supporting the Humanitarian Mine Action program implemented by the Humanitarian Disarmament and Peacebuilding (HDP) team in Sumy. This position is essential for ensuring compliance with DRC procedures and internal guidelines on project cycle management (PCM). The HMA Officer will engage in a variety of program support tasks, which include writing and translating official correspondence, compiling inputs and case studies from HDP managers and Demining Supervisors for donor reports, assisting in the drafting of communication materials, and providing administrative support to HDP staff. The role requires collaboration with various stakeholders, including the HMA Technical Field Manager (TFM) and Area Programme Management, and may involve travel to field locations in surrounding Hromadas such as Chernihiv and Sumy, as well as Kyiv. The HMA Officer is expected to demonstrate proactivity in the HMA process and effectively support teams while adhering to DRC's core competencies.
Duties and Responsibilities: The HMA Officer's duties encompass a wide range of responsibilities aimed at supporting the HDP program in Sumy. Key responsibilities include:
HDP PCM Support: Assisting in integrated needs assessments and the design of new projects by maintaining awareness of HDP needs and capacities in the operational Hromadas. Collaborating with the TFM and APM to ensure HDP components are included in multi-sectoral geographical needs assessments. Supporting project initiation by updating Project Implementation Plans (PIPs) and Budget Forecasts (BFUs) to reflect realistic implementation plans. Organizing and facilitating project kick-off meetings and ensuring that minutes and action plans are documented and followed up.
Project Implementation Support: Regularly updating PIPs and BFUs, collating input regarding spending and budget needs, and assisting in the preparation of high-quality reports for donors and partners.
Project Closure Support: Aiding in the preparation for project closure in accordance with PCM guidelines and internal SOPs.
Operational Support: Providing logistical and administrative support to the HDP team, including obtaining permissions for mine action activities, drafting formal communications, and attending meetings.
Logistics and Administration: Supporting logistics and procurement tasks, maintaining procurement trackers, and coordinating the use of HDP vehicles.
Additional Tasks: Performing other duties as assigned by the HMA TFM, ensuring that all operations align with DRC guidelines and SOPs.
Required Qualifications: To be considered for the HMA Officer position, candidates must possess the following qualifications:
A university degree in project management, business administration, or a related field.
Proficiency in MS Office applications, including Word, Excel, and PowerPoint.
Advanced written communication skills in English and Ukrainian.
Strong time management and organizational skills.
Knowledge of the Mine Action sector in Ukraine is desirable, along with experience in project management processes, humanitarian NGOs, and familiarity with Ukrainian national legislation and accountancy.
Educational Background: Candidates are required to have a university degree in project management, business administration, or a similar professional qualification. This educational background is essential for understanding the complexities of project management and the operational requirements of the HMA program.
Experience: The position requires a minimum of 2 years of practical experience in an administrative role, particularly in local government liaison, to effectively monitor and compile HMA documentation and reporting systems within the DRC HDP sector. Experience in the humanitarian sector and familiarity with project management processes are highly valued.
Languages: The mandatory languages for this position include advanced proficiency in English and Ukrainian. Knowledge of Russian is also beneficial, as the role may involve drafting communications in these languages and facilitating effective communication within the team and with external stakeholders.
Additional Notes: The contract for this position includes a 3-month probation period, with the possibility of extension based on performance and available funding. The position is classified under Band H, and the designated duty station is Sumy. The expected start date for this role is April 202
