Job Overview: The Resident Coordinator (RC) serves as the highest-ranking representative of the United Nations development system (UNDS) at the country level, responsible for leading UN country teams and ensuring accountability for the implementation of the UN Sustainable Development Cooperation Framework. The RC plays a crucial role in coordinating UN support to countries in achieving the 2030 Agenda for Sustainable Development, advocating for sustainable development goals (SDGs), and fostering partnerships with government, civil society, and other stakeholders. The RC is expected to navigate complex political environments, promote human rights, and ensure that no one is left behind in development efforts.
Duties and Responsibilities: The Resident Coordinator is tasked with a wide range of responsibilities, including representing the UN at high levels of government, leading the UN country team in developing and monitoring the UN Cooperation Framework, coordinating system-wide support to the government, and advocating for the SDGs. The RC is responsible for conducting context and trend analysis, promoting UN values and principles, engaging with diverse partners, and facilitating knowledge-sharing and collaboration. The RC also oversees country financing instruments, manages security coordination, and ensures the implementation of strategies to prevent sexual exploitation and abuse. Additionally, the RC is involved in humanitarian response coordination and integrates UN efforts in conflict and post-conflict settings.
Required Qualifications: Candidates must possess a Master's degree or equivalent postgraduate qualification in relevant fields such as development studies, international relations, or social sciences. A first-level university degree with relevant experience may be accepted in lieu of an advanced degree. Over 15 years of substantive experience in leadership roles at the international level is required, including five years in development, human rights, or humanitarian work at the country level. Previous experience as a Resident Coordinator or in senior inter-agency coordination roles is essential. Candidates should demonstrate strong diplomatic skills, excellent judgment, and the ability to engage with various stakeholders in sensitive environments.
Educational Background: A Master's degree or equivalent postgraduate qualification in development studies, international relations, political science, economics, social sciences, human rights, law, or closely related fields is required. Alternatively, a first-level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of an advanced degree.
Experience: Candidates must have over 15 years of substantive experience in leadership roles at the international level, including five years of cumulative experience in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside of their own country. Previous experience as a Resident Coordinator is required, and senior-level inter-agency coordination experience may be considered in lieu of RC experience. Experience in security decision-making in complex environments and managing multi-sectoral humanitarian assistance operations is desirable.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. Arabic is considered a desirable language, also requiring UN Level III proficiency in all language skills. The working languages of the United Nations Secretariat are English and French, but for this position, English is mandatory.
