Job Overview:
The Gender and Agri-Technology Programme Specialist plays a crucial role in supporting the effective implementation of the project aimed at enhancing women’s climate resilience and livelihoods through IT-enabled climate-smart agriculture in Kismayo, Jubaland State. Reporting to the Programme Specialist, the Specialist will contribute to the design, implementation, monitoring, and optimization of climate-smart agriculture interventions. This position requires collaboration with various stakeholders, including government counterparts and private sector partners, to ensure the successful delivery of initiatives that improve livelihoods for women farmers. The Specialist will also focus on integrating gender-responsive agricultural innovation and enhancing women's access to digital tools and markets, thereby promoting their participation in decision-making processes.

Duties and Responsibilities:
The duties and responsibilities of the Gender and Agri-Technology Programme Specialist include:
  • Contributing to the development of programme strategies in climate-smart agriculture and women’s economic empowerment.
  • Providing technical inputs for the design and formulation of programme proposals related to digital agriculture.
  • Coordinating and monitoring the implementation of programme activities, ensuring alignment with approved workplans.
  • Supporting the deployment of digital platforms for agricultural advisory services and climate information dissemination.
  • Providing technical assistance and capacity development support to project partners, including training and mentoring sessions.
  • Monitoring progress on programme activities and ensuring the collection of gender-disaggregated data.
  • Managing financial aspects of the programme, including budget monitoring and reporting.
  • Building partnerships and resource mobilization strategies to expand initiatives.
  • Contributing to inter-agency coordination efforts and advocacy for climate-smart agriculture and women’s economic empowerment. 1
  • Documenting lessons learned and best practices to improve programme delivery and visibility.

Required Qualifications:
The position requires a Master’s degree or equivalent in Agricultural Science, Agricultural Engineering, Agri-Technology, Environmental Science, Climate Change, Rural Development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in project or programme management (such as PMP®, PRINCE2®, or MSP®) is considered an added advantage. Candidates should possess strong analytical skills, knowledge of climate-smart agriculture, and experience in gender-responsive agricultural programs.

Educational Background:
Candidates must have a Master’s degree or equivalent in relevant fields such as Agricultural Science, Agricultural Engineering, or Environmental Science. A first-level university degree may be accepted with additional qualifying experience. Certification in project management is a plus, indicating a strong foundation in managing development projects effectively.

Experience:
At least 2 years of relevant work experience in development programme implementation, coordination, monitoring, and evaluation is required. Experience in digital agriculture, climate-smart agriculture, or agricultural extension programs is desirable. Candidates should have a background in working with government institutions, particularly in the agriculture sector, and experience supporting women-focused agricultural programs is an asset. Experience in liaising with government agencies and donors is also desirable.

Languages:
Fluency in English is required for this position, while fluency in Somali is considered desirable. Proficiency in both languages will enhance communication with diverse stakeholders and ensure effective program delivery.
