Job Overview:
The Administrative Officer will play a crucial role in optimizing the implementation of WHO's global health mandate for Poliomyelitis Eradication (PEI) in Somalia. This position involves establishing effective monitoring systems and responsive management practices to support WHO's leadership in international health. The incumbent will be responsible for ensuring compliance with financial regulations, managing human resources, and overseeing procurement processes. The role requires a collaborative approach to work with various stakeholders, including government officials and international partners, to ensure the successful execution of health programs. The Administrative Officer will also be tasked with providing managerial support for WHO's collaborative programs, ensuring that all activities align with the organization's strategic objectives and are executed efficiently and effectively.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including but not limited to:
  • Planning, recommending, and implementing systems and procedures for the administration of human, financial, and material resources in compliance with existing policies.
  • Ensuring financial transactions comply with financial rules and regulations, including timely reconciliation of imprest accounts.
  • Formulating budgetary estimates for projects and monitoring the application and control of approved budgetary allocations.
  • Providing managerial and administrative support for WHO collaborative programs, including proposal initiation and periodic monitoring of implementation.
  • Offering human resources services such as recruitment, training, and performance management.
  • Leading procurement processes for services required by the country office and ensuring best value for money.
  • Managing asset reports and ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security standards in coordination with the United Nations Department of Safety and Security.
  • Supervising IT support services and overseeing the management of local office infrastructure.
  • Guiding and supervising the Country Office administration team to optimize performance and foster collaboration with other teams.

Required Qualifications:
Candidates must possess a first university degree in public or business administration, finance, accounting, human resources management, or a related field. An advanced university degree (Masters level or above) in Business Administration, Management, Human Resources, or a related field is desirable. Candidates should demonstrate strong administrative and management skills, including knowledge of human resources, finance, budget, logistics, procurement, and security principles. Additionally, candidates should have the ability to work under pressure and demonstrate sound judgment and leadership skills.

Educational Background:
The essential educational requirement for this position is a first university degree in a relevant field such as public or business administration, finance, accounting, or human resources management. A desirable qualification is an advanced university degree (Masters level or above) in Business Administration, Management, Human Resources, or a related field, which would provide a competitive advantage in the selection process.

Experience:
Candidates should have at least five years of relevant experience, with a minimum of two years of international exposure, including supervision of staff. Previous experience in administrative or program areas within WHO or another UN agency is considered an asset, particularly in a developing country context. Familiarity with Result Based Management approaches is also desirable, as it aligns with WHO's operational strategies.

Languages:
Expert knowledge of English is essential for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the operational context of the position.
