Job Overview:
The National Consultant - WPS coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator will play a crucial role in supporting the implementation and coordination of the Women, Peace and Security (WPS) programme in Timor-Leste. This position involves providing integrated policy advice, technical assistance, and capacity development to various stakeholders, including government ministries, civil society organizations, and development partners. The consultant will conduct baseline knowledge consultations to assess the needs and capacities of key stakeholders, facilitate capacity development workshops, and promote women's representation and leadership in decision-making processes. The consultant will also work to eliminate structural barriers that hinder women's participation in governance and peacebuilding efforts, ensuring that gender equality is prioritized in all aspects of conflict prevention and resolution.

Duties and Responsibilities:
The National Consultant will be responsible for conducting baseline knowledge and needs consultations with stakeholders, including government ministries and civil society organizations. This includes designing consultation methodologies, conducting stakeholder consultations, and documenting good practices related to WPS. The consultant will provide technical assistance and capacity development to project partners, develop training materials, and organize workshops to promote knowledge exchange. Additionally, the consultant will monitor the implementation of activities, provide inputs for UN Women’s reports, and develop communication materials related to WPS. The consultant is expected to submit monthly reports detailing progress, work plans, and documentation of events and trainings organized.

Required Qualifications:
Candidates must possess a Master or Bachelor Degree in Law, Gender Studies, Peace and Security, Conflict Prevention, Political Studies, Economics, Social Sciences, or related fields. A strong background in human rights, gender equality, and Women, Peace and Security is essential, along with experience in working with national security, defense, and justice institutions. Candidates should have a proven track record in organizing training workshops and dialogues related to gender equality and peacebuilding, as well as experience in civic education for peace and development.

Educational Background:
A Master or Bachelor Degree in relevant fields such as Law, Gender Studies, Peace and Security, Conflict Prevention, Political Studies, Economics, or Social Sciences is required for this position. The educational background should provide a solid foundation for understanding the complexities of gender equality and women's empowerment in the context of peace and security.

Experience:
Candidates should have a minimum of 4 years of professional experience with a Master’s degree or 6 years with a Bachelor’s degree in areas related to human rights, gender equality, and Women, Peace and Security. Extensive experience working with national security and defense institutions, as well as civil society organizations, is crucial. The candidate should also have experience in organizing training workshops and dialogues focused on gender equality and conflict prevention.

Languages:
Proficiency in oral and written English and Tetum is mandatory. Knowledge of Portuguese is considered an advantage. The ability to communicate effectively in these languages is essential for the role, as the consultant will be required to engage with various stakeholders and produce documentation in both English and Tetum.

  • The consultant will be evaluated based on criteria such as timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables. Payments will be based on the completion of deliverables rather than the number of days worked.
