Job Overview:
The Finance Manager role has a country focus and is responsible for ensuring compliance with DRC procedures and guidelines within Lebanon. This position plays a crucial role in the development of country strategies, which are translated into actionable plans and daily tasks. The Finance Manager provides support and technical guidance to country operations while overseeing various financial activities. The role encompasses a wide range of responsibilities, including finance management, project financial follow-up, accountancy, and ensuring the effective functioning of financial operations within the organization. The Finance Manager is expected to collaborate with various stakeholders, including partners and internal teams, to ensure the successful implementation of financial strategies and compliance with regulations.

Duties and Responsibilities:
The Finance Manager will be responsible for a comprehensive set of duties, including but not limited to: managing the financial operations of the mission, drafting financial Standard Operating Procedures (SOPs), maintaining and updating the Allocation Table and Master Budget, participating in partnership strategy development, and ensuring due diligence processes for partners. The role also involves developing and maintaining a matrix for partner processes related to NSSF, income tax, exchange rates, and VAT. Additionally, the Finance Manager will oversee project financial follow-ups, prepare budget proposals in collaboration with grant and program teams, parameter new projects on Dynamics, and review accountancy and allocations per project. The responsibilities extend to adjusting transactions with incorrect allocations, reviewing committed costs, facilitating audits, and ensuring timely processing of installments for implementing partners. The Finance Manager will also be responsible for registering and posting expenses, generating timesheets, reconciling ledger accounts, and updating loss trackers, among other tasks assigned by the line manager or director" style="border-bottom: 1px dotted #007bff !important;">Country Director.

Required Qualifications:
To be considered for the Finance Manager position, candidates must possess a Master’s degree in Accounting, Business, or Finance. Additionally, a minimum of three years of relevant work experience in a similar field is required. Candidates should demonstrate advanced proficiency in English and fluency in the local language, along with strong communication skills. Advanced proficiency in Excel is essential, and fluency in Arabic is also required to effectively perform the duties of the role.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as Accounting, Business, or Finance. This advanced degree is essential for understanding the complexities of financial management within a humanitarian context and for effectively contributing to the organization's financial strategies and compliance requirements.

Experience:
Candidates applying for the Finance Manager role should have a minimum of three years of relevant work experience in finance or accounting, particularly in a humanitarian or non-profit organization. This experience should include a strong understanding of financial management practices, budgeting, and compliance with financial regulations, as well as experience in managing financial operations in a complex environment.

Languages:
The mandatory language requirements for this position include advanced proficiency in English and fluency in Arabic. These language skills are crucial for effective communication with stakeholders, partners, and team members. While fluency in the local language is essential, additional language skills may be considered an asset but are not mandatory.

The position offers a contract length of 8 months, which is renewable based on funding availability and performance. The role is classified under Band G-2, with the designated duty station being Beirut. The expected start date for this position is 1 May 202
