Job Overview: The position of Consultant for the Management Services Unit (MSU) at the Haiti Country Office is crucial in addressing significant operational challenges within the administrative framework. The consultant will be tasked with assessing and reforming current processes related to travel and facilities management, ensuring that resources are utilized efficiently to support the humanitarian mission of WFP. This role requires a proactive approach to identify gaps in existing systems and implement necessary changes to enhance operational effectiveness. The consultant will also provide on-the-ground support for travel-related challenges, including evacuations and relocations, thereby ensuring the safety and efficiency of operations in a complex environment.
Duties and Responsibilities: The incumbent will be responsible for coordinating administrative and technical support within the Management Services portfolio, ensuring high-quality service delivery in travel management, guesthouse management, and UN engagement. Key responsibilities include preparing performance reports, supporting domestic and international travel, enhancing guesthouse management, monitoring resource needs, collating and analyzing data for decision-making, processing procurement and finance actions, recommending procedural improvements, resolving complex queries, utilizing digital tools for service enhancement, liaising with third-party contractors, providing training to staff, and contributing to emergency preparedness and response efforts.
Required Qualifications: Candidates must possess an advanced university degree in Business/Public Administration, Engineering, or a related field, or a first university degree with additional relevant work experience. A sound understanding of WFP Management Services regulations and experience in data collation and report preparation are essential. The ability to coordinate work across different functional areas and provide guidance and training is also required.
Educational Background: An advanced university degree in a relevant field such as Business/Public Administration or Engineering is preferred. Alternatively, a first university degree combined with additional years of related work experience and/or training is acceptable.
Experience: Candidates should have demonstrated experience in WFP Management Services regulations and policies, with a proven track record in managing assets, facilities, and travel. Experience in coordinating teams and providing training is essential, as is the ability to work collaboratively across various functional areas.
Languages: Fluency in English (Level C) is mandatory, along with intermediate knowledge (Level B) of a second official UN language such as Arabic, Chinese, French, Russian, Spanish, or Portuguese. Knowledge of French is considered an asset.
