Job Overview: The Resource Mobilization and Partnerships Consultant will play a crucial role in supporting WHO's strategic engagement with partners and donors. This position involves developing and implementing engagement strategies that enhance WHO's visibility and resource base in the Western Pacific region. The consultant will focus on outreach, donor stewardship, and the preparation of high-quality materials to promote WHO's health initiatives. The role requires collaboration with various teams to align proposals with programmatic priorities and donor expectations, particularly in the context of health emergencies. The consultant will also be responsible for advancing partnerships and resource mobilization efforts, ensuring effective communication with stakeholders, and supporting the Health Emergencies Programme (WHE) in its objectives related to outbreak preparedness and response.
Duties and Responsibilities:
Strengthen strategic engagement with donors and partners by developing and implementing engagement strategies for joint programming and funding opportunities.
Conduct research on existing and potential partners to identify synergies and opportunities for cooperation.
Map prospective donors, including their areas of interest and contact points.
Liaise with partners to strengthen relationships and ensure effective donor stewardship.
Organize high-level donor and partner visits and events to showcase WHO's work.
Collaborate with technical teams to gather inputs for proposals and ensure alignment with programmatic priorities.
Draft and refine concept notes, proposals, and briefing documents tailored to partner interests.
Develop communication strategies and materials to engage philanthropic donors.
Maintain WHO corporate tools and systems for accurate entry of grants and donor agreements. 1
Develop and maintain a mapping of priority partners in Hong Kong and Mainland China. 1
Support high-level partner engagement missions and follow-up coordination with priority partners. 1
Document outcomes of engagement events and prepare follow-up plans. 1
Provide support for ongoing partnership negotiations and ensure alignment with WHO processes.
Required Qualifications: Essential qualifications include a first university degree in fields such as International Relations, Political Science, Social Sciences, Communications, Marketing, Management, Accounting, Financial Management, or Public/Business Administration. A Master's degree in a relevant field is desirable. Candidates must have a minimum of 5 years of experience at the national and/or international level in public/external relations, advocacy, partnerships, resource mobilization, and/or grants management. Proven achievements in fundraising and partnership-building with major public health donors are essential. Previous work experience with WHO or other UN agencies and experience in philanthropic and private sector fundraising in the Asian market are desirable.
Educational Background: Candidates must possess at least a first university degree in relevant fields such as International Relations, Political Science, Social Sciences, Communications, Marketing, Management, Accounting, Financial Management, or Public/Business Administration. A Master's degree in a relevant field is considered an asset and enhances the candidate's profile for this consultancy role.
Experience: The position requires a minimum of 5 years of relevant experience at the national and/or international level. This experience should encompass public/external relations, advocacy, partnerships, resource mobilization, and grants management. Candidates should demonstrate proven achievements in fundraising and partnership-building, particularly with major public health donors. Previous experience working with WHO or other UN agencies is highly desirable, as is experience in fundraising within the philanthropic and private sectors in the Asian market.
Languages: The consultant must have expert-level proficiency in English, encompassing reading, writing, and speaking skills. Proficiency in Mandarin is also desirable, as it will facilitate communication and engagement with partners in the region.
Additional Notes: The consultancy is remote, with potential travel to Manila, Philippines, or other locations as required. The expected duration of the contract is from April 18, 2026, to October 17, 2026, with a remuneration of Band B (USD 4,000) at 50% FTE.
